CALL TO ORDER
Chair Clark called the meeting to order at 6:00 p.m.

Chair Clark led the commission and audience in the Pledge of Allegiance.

SPECIAL SESSION AGENDA
1.
PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING A ZONING TEXT AMENDMENT TO THE RANCHO VISTOSO PLANNED AREA DEVELOPMENT TO ENABLE USE OF AN ORNAMENTAL FOUNTAIN AT THE SUN CITY RECREATION CENTER
Principal Planner Michael Spaeth provided a presentation that included the following:
- Purpose
- Location
- Applicant Proposal - Zoning Text Amendment
- Background - Landscape Code update (2011)
- Background - "Legal, non-conforming" use
- Review Criteria
- Summary and recommendation
Trish Jensen and Dave Olsen of the Sun City Community Association provided a presentation that included the following:
- Sun City OV Plaza Lion Head fountain
- Location of fountain
- Lion Head fountain setting
- History of the Lion Head fountain
- Homeowner community outreach
- Lion Head Fountain Redesign and Improvements
- Lion Head fountain water volume comparison
- Water Usage comparison
- Rainwater Harvesting supplement option
- Additional water savings plans
Chair Clark opened the public hearing.
The following individuals spoke in support of Agenda Item #1:
- Oro Valley resident Janet Ambrosio
- Oro Valley resident Sherokee Ilse
- Oro Valley resident April Hoffman
- Oro Valley resident Julia Abston
- Oro Valley resident Kate Cusumano
- Oro Valley resident Linda Mayer
The following individuals spoke in opposition of Agenda Item #1:

- Oro Valley resident Holly Ryan-Moore
Chair Clark closed the Public Hearing.
Discussion ensued among the commission, staff and the applicant.
Motion by
Vice Chair Kimberly Outlaw Ryan,
seconded by
Commissioner Sandra Wilson to recommend denial of the proposed zoning text amendment to the Rancho Vistoso PAD included in Attachment 2, based on a finding that it does not comply with General Plan policies regarding water conservation and to ensure equal application of this zoning requirement to all non-residential sites.
Further discussion ensued among the commission.

There was discussion among the commission, staff and Town attorney regarding the split vote and options for moving forward.
Motion by
Vice Chair Kimberly Outlaw Ryan,
seconded by
Commissioner Philip Zielinski to forward the commission's split vote to Town Council.
Vote:
6 - 0 Carried
Chair Clark recessed the meeting at 7:15 p.m.
Chair Clark resumed the meeting at 7:20 p.m.

PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING THE ORO VALLEY'S PATH FORWARD GENERAL PLAN
Principal Planner Milini Simms provided a presentation that included the following.

Discussion ensued among the commission and staff.
Chair Clark opened the public hearing.
Oro Valley resident Colleen McCarthy spoke in support of Agenda Item #2.
Chair Clark closed the public hearing.
Further discussion continued among the commission and staff.
Motion by
Commissioner Joe Nichols,
seconded by
Vice Chair Kimberly Outlaw Ryan to recommend adoption of the
Oro Valley's Path Forward
General Plan as depicted in Attachment 1, finding it reflects the majority of residents and is ready for public vote.
Discussion ensued among the commission and staff.

6 - 0 Carried
PLANNING UPDATE (INFORMATIONAL ONLY)
Principal Planner Michael Spaeth provided an update on the upcoming neighborhood meeting and the next commission meeting on May 5.

Commissioner Tom Stegman,
seconded by
Vice Chair Kimberly Outlaw Ryan to adjourn the meeting.
Chair Clark adjourned the meeting at 7:41 p.m.
