BACKGROUND |
During development of the SPAM resurfacing projects, some streets had deteriorated to a point where more than just resurfacing is needed. For these streets, rehabilitation has been selected as the appropriate method to improve their quality and PCI score. Rehabilitation involves removing the existing pavement from the surface; cement stabilizing the existing base underneath; and placing a new layer of pavement on the surface. This method has been used in the past to address streets in the Northcliffe area after utility replacement and on portions of Cherry Tree. The streets in this project include: St Andrews; Maple Drive; Dove Meadows; Spicewood; Silvertree; Idlewood; Gray Feather; White Wing; and Mourning Dove as shown in the attached maps. These streets were previously removed from earlier SPAM projects in order to stay within the available project budgets. Delaying these streets allowed the earlier projects to focus on resurfacing streets before they deteriorated further and required more work than just resurfacing. The intent was to do these streets when more funding was available for SPAM. With the creation of the five-year Capital Improvement Plan, funding was identified to do the rehabilitation on these, and other streets in the City. A bid package was created with the Base bid being St Andrews and Maple and Alternate 1 being the other streets. Bids were opened on March 25th and two bids were received. The bids ranged from $3,226,322.50 to $3,950,435.00 for both the Base Bid and Alternate 1. The low bid received was less than the Engineer's Estimate of $3,581,269.00. Staff has reviewed both bids and confirmed that E-zBel construciton, LLC is the lowest responsible bidder for the project. Since the low bid for both the Base Bid and Alternate 1 was below the Engineer's Estimate, Staff recommends awarding both schedules of the contract. |

Authorize the City Manager to execute a construction contract with E-Z Bel Construction, LLC for the Base Bid and Alternate 1 in the amount of $3,226,608 and a not-to-exceed total project amount of $3,581,000 for the 2024 SPAM Rehabilitation Project. |
COMMUNITY BENEFIT |
Rehabilitation of the streets will provide a new, more stable driving surface and restore the PCI scores of the streets to a near perfect score. The new surface will be smoother for residents to drive on and it is expected that these streets will only need to be included in future SPAM resurfacing projects in order to preserve them. |

FISCAL IMPACT |
Funding for the project is available from Bond proceeds to be issued later this year and General Fund allocation of $1,225,000 as approved in the FY 2023-24 Budget. The proposed funding breakdown for the project is as follows:
