ITEM TITLE:

Planning Commission Interviews

ACTION REQUESTED:

Conduct interviews of the Planning Commission candidates to fill up to three (3) vacancies. One appointment would be to fill a vacancy for a term that ends December 31, 2026. The other two appointments would be for terms that begin January 1, 2025 and extend through December 31, 2028.

ISSUE STATEMENT:

The Planning Commission currently has one vacancy due to Alan Stout's resignation on September 6, 2024. The terms for Commissioner Salazar and Buck are coming to a close at the end of the year. Matt Salazar is not seeking to serve a second term.

DISCUSSION/FINANCIAL IMPACT:

Five people have submitted applications to serve on Planning Commission during the six-week recruitment process.

The Springfield Planning Commission is a seven-member volunteer Commission appointed by the City Council. The members serve four-year terms that are staggered to avoid more than two positions expiring at the same time. Positions are “at-large”, and do not represent specific geographic areas. Of the seven members, two may live outside the city limits (but within the Urban Growth Boundary) and two may be involved in the Real Estate profession. No more than two members may be engaged in the same kind of business, trade, profession or occupation. At present, all Commission members currently reside within the city limits. Commissioner Rhoads is the only Commissioner involved in the Real Estate profession. Commissioners Schmunk and Webber are retired. Commissioner Thompson is a Broadband Project Coordinator at Business Oregon.

The Council is scheduled to appoint the new Commissioners at the Regular Session of Monday, December 2, 2024.
