Discuss, consider, and take appropriate action on exempting FirstWatch Solutions, Inc. from the competitive bidding or proposal requirements established by Section 262.024 (a)(7) of the Texas Local Government Code, as the sole source provider of FirstWatch Data Analysis Software System and entering into a Software License Agreement Amendment dated 05/31/17.
Background
The Office of Emergency Communications made a request to amend the existing contract with FirstWatch Solutions, Inc. dated 04/12/11 for additional services; in addition, the vendor must be reaffirmed as the Sole Source provider.  After posting an RFI for 14 days in Bid Sync, there were no responses received from other providers.  Qualifying documents are attached: System Enhancement Quote (appended) - $89,850; Phone System Data via E-CATS System Enhancement Quote - $19,700; Sole Source Documentation; Original Contract and Amendment.
