Resolution - Water Utilities: Consider a resolution ratifying the actions of the City Manager, in executing Purchase Order 22105341, for the emergency purchase of 720 Memcor Membrane Modules from Du Pont (FilmTec Corporation), to replace failed membrane modules and to restore full production capability of the South Water Treatment Plant.
Item Summary
In August 2012, the City of Lubbock began operating the South Water Treatment Plant (SWTP) in order to begin using water from Lake Alan Henry. As part of the treatment process at the SWTP, microfiltration (MF) membranes are used. The membrane process at this plant typically consists of six membrane skids (240 membrane modules per skid) totaling 1,440 modules. As of January 2023, over half of the membrane skids failed due to unknown causes. This failure has forced water treatment operations to shut down 3 of the 6 membrane skids. To remedy this failure, the City Council approved Purchase Order 22105280 as an emergency purchase for 720 membrane modules and installed by City staff. Before delivery of the membrane modules, the remaining 3 skids experienced similar membrane module failure. Therefore, the water treatment capability of the SWTP had declined to near zero production. It was determined that an additional 720 membrane modules would be required to restore full production capability of the SWTP.
The water treated at the SWTP plays a vital role in meeting the City's peak water demand during the summer months. Plant staff strategically redirected water distribution throughout the City, avoiding the implementation of increased water restrictions. City staff requested that Du Pont, the sole source provider for purchasing replacement Memcor membrane modules, proceed with acquiring an additional 720 membrane modules in anticipation of replacing the remaining failed units. Du Pont agreed to secure the needed membrane modules from their Australia facility, in order to minimize long delivery schedules. Du Pont confirmed delivery of the remaining 720 modules which are now available for immediate purchase. This purchase completes the replacement of the remaining failed membrane modules at the City of Lubbock SWTP.
This purchase order is for the procurement of 720 Du Pont (FilmTec Corporation) Memcor Membrane Modules for $794,880. This purchase includes a shipping discount for the membrane modules and a 10-year warranty. In addition, the purchase includes technical installation consultation and shipping costs.
As the budget year progresses, staff will monitor the budget expenditures throughout the fiscal year and determine if additional funding will be necessary due to this procurement.
