Resolution - Public Works: Consider a resolution approving the transfer of a portion of State Highway 114 (19th Street) and a portion of U.S. Highway 84 (Avenue Q), from the Texas Department of Transportation to the City of Lubbock, upon completion of specific construction obligations.
Item Summary
The Texas Department of Transportation (TxDOT) proposed through the Urban Street Turnback Program, that certain state highways located within the city limits of cities with populations over 50,000, can be conveyed to those cities for ownership and maintenance of agreed upon streets. Certain highways within the TXDOT system function more like city streets than state highways, and could be beneficial for the city to own them. Development along these corridors and the access therein would then become controlled by the city and not the state.
TxDOT has agreed to make certain improvements to the designated roadway sections with the understanding that the City of Lubbock would take over ownership and maintenance, upon such time as the improvements are completed. The portions of roadways being considered in this program are State Highway 114 (19th Street) from West Loop 289 to East Loop 289, and U.S. Highway 84 (Avenue Q) from Marsha Sharp Freeway to 58th Street.
Fiscal Impact
The City will be responsible for the perpetual maintenance of the roadways once conveyed to the City. The maintenance will be funded within the Street Maintenance Program.
