Citibus operates 9 fixed routes and along those routes are passenger waiting shelters. Many of those shelters have exceeded their useful life, and others, due to vandalism and other environmental factors, are in need of replacement. The RFP was issued for a vendor to provide pre-fabricated bus shelters and other passenger amenities that will provide a better passenger experience and cleaner, more vandalism-resistant shelters.

The Transit Advisory Board and Citibus staff recommends that Contract 16944 be awarded to the highest ranked proposal, Tolar Manufacturing Company, Inc. of Corona, California, for $13,230 for each medium shelter, $10,940 for each small shelter, $1,350 for each trash receptacle, and $605 for each bike rack.
In this procurement, there is no guarantee of any specific amount of compensation volume, minimum or maximum for shelter and amenity purchases. Amounts and quantities listed on the bid form are estimates only. The contract is awarded by the unit price. The total amount of the award is estimated based on expected quantities and actual expenditures may be more or less depending on actual quantities. The price per unit will not change.

The total time for production, shipping and receiving is estimated to be 90 calendar days from the time the purchase order is submitted.
The contract will be for a term of one year, with the option of 4 one-year extensions, with the date of the term pending formal approval.
Fiscal Impact
Citibus will use Federal Transit Administration (FTA) Section 5307 Grant Funds (FY 2020, 2021, and 2022) to purchase the bus shelters and amenities. It is a requirement that a portion of the FTA Section 5307 Grants be used for passenger amenities. The match for the grants has been included in each year's budget. Approval of this contract will result in no additional cost to the City of Lubbock.
