Resolution No. 5996, Approving an Intergovernmental Agreement Between the City of Chandler, the City of Mesa, and the Town of Gilbert for a Downstream Impact Study Related to the Salt River Project (SRP)/Central Arizona Project (CAP) Interconnection Facility

Proposed Motion:

Move City Council pass and adopt Resolution No. 5996 authorizing an Intergovernmental Agreement between the City of Chandler, the City of Mesa, and the Town of Gilbert for a Downstream Impact Study related to the SRP/CAP Interconnection Facility.

Background:

Chandler, Mesa, and Gilbert wish to cooperate on a water quality study to evaluate the downstream impacts of water that may be introduced into the CAP canal from the SRP system. The new proposed interconnection through the SRP/CAP Interconnection Facility (SCIF) would allow water to be pumped out of the SRP canal, and into the CAP canal, for delivery to water treatment plants located adjacent to the CAP canal. This new infrastructure would allow operational flexibility for entities who rely on back-up water supplies stored in the SRP system that can be used during a Colorado River shortage.

Differences in the water quality between these two systems require a careful analysis of how changes in water quality may impact the Santan Vista Water Treatment Plant (owned jointly by the City of Chandler and the Town of Gilbert). The purpose of this study is to evaluate the potential water quality impacts to downstream water treatment plants if the SCIF is constructed and identify modifications to those water treatment plants that may be required in order to meet water quality standards. Each of the parties to this IGA own water treatment plants that are downstream of the proposed SCIF, and the anticipated water quality impacts are likely to impact each of the parties. Joint coordination on this study will serve the best interests of the public through potential cost savings by reducing duplicate work.

Financial Implications:

The estimated cost of the study is $145,840, with costs shared equally by all three parties. This cost is budgeted as part of capital project 6WA679 Water Acquisition.
