Item Summary
This contract for General Contractor services, is for the construction of the Police Headquarters, site improvements, and utilities for the project. The construction will consist of a 50,600 square foot, 3-story structure to be located in Lubbock, Lubbock County, Texas at 1402 15th Street.
In response to RFP 21-15789-TF, proposals were received from 4 contractors, and were evaluated using the following criteria: Price (60 points), Contractor Qualifications (25 points), Safety Record Questionnaire (5 points) and Construction Time (10 points) for a total point value of 100 points by each of the 4 evaluators. With a total maximum possible total of 400 points, the following ranking was obtained.

The Texas Local Government Code, Section 2269.155 requires the City to make a first attempt to negotiate a contract with the highest-ranking offeror. The City and its architect or engineer may discuss with the selected offeror, options for a scope or time modification and any price change associated with the modification. If the City is unable to negotiate a satisfactory contract with the selected offeror, the governmental entity shall, formally and in writing, end negotiations with that offeror and proceed to the next offeror in the order of the selection ranking until a contract is reached or all proposals are rejected.
After negotiations and discussion with the highest ranking offeror, Staff and Evaluation Committee recommends contract award to Lee Lewis Construction, Inc. of Lubbock, Texas for $15,800,000, with a construction duration of 510 days for final completion.
Fiscal Impact
$55,882,000 is appropriated in Capital Improvement Project No. 92551, Public Safety Improvements Project, with $15,800,000 available for this purpose.
