Resolutions - Engineering: Consider two resolutions authorizing the Mayor to execute Service Contract 15917 with H.D. Weaver Ditching Service, Inc., and Service Contract 16070 with Utility Contractors of America, Inc., for construction services associated with water and sanitary sewer tap installations.
Item Summary
These unit price service contracts allow City staff to supplement the work of our pipeline crews by installing taps for sewer and water services. These contracts also include rental of assorted construction equipment with operators, such as hydro excavation equipment for locating underground utilities. Construction materials are to be provided by the City of Lubbock and installed by the selected contractor.
In response to RFP-21-15917-TF, proposals were received from 2 contractors on June 9, 2021. An evaluation committee reviewed proposals from the following contractors and assigned the following ranking:

Contracts for taps and utility construction services would be for one year with the option for up to three (3) additional one-year extensions. Contracts to install various water and sanitary sewer system components would be on a unit price basis. The total amount of the award is estimated based on expected quantities, but actual expenditures may be more or less depending on actual need. The price per unit will not change. All work would be executed upon receipt of funding from the taps customers or from a job specific capital project number.
Staff recommends awarding service contracts to both H.D. Weaver Ditching Service, Inc. and Utility Contractors of America, Inc. of Lubbock, Texas for the unit prices proposed on their bid tabulation submittals. The primary contractor would be H.D. Weaver Ditching Service, Inc.
