Public Comment: Any person wishing to address the City Council on any matter within the jurisdiction of the City, whether or not it appears on this agenda, is asked to complete a speaker card and provide it to the City Clerk prior to the start of public comment. The City Council has adopted a time limit of three (3) minutes per person. Comments on specific agenda items will be heard when the item is called. Please note that if you are addressing the City Council on items NOT on the agenda, the Brown Act does not allow discussion of such items. Therefore, the City Council may only do the following: refer the matter to staff, ask for additional information or request a report back, or give a very limited factual response. Electronic comments may be submitted to cityclerk@canyonlakeca.gov. Comments submitted electronically will be provided to the City Council and included in the official record but will not be read aloud during the meeting.

Comments on specific agenda items will be heard when the item is called. Comments on Consent Calendar items will be heard prior to the City Council’s consideration of that calendar. Each speaker is allowed (3) minutes to speak.

CONSENT CALENDAR

All items listed on the Consent Calendar are considered to be routine in nature and may be enacted in one motion. Individual items may be removed by a Council Member for separate discussion immediately after the adoption of the balance of the Consent Calendar. All ordinance titles are deemed to be read in their entirety and further reading waived on any ordinance listed on the Consent Calendar.

Approval of City Council Meeting Minutes

Recommendation:

Approve the minutes of the January 14, 2026, City Council meeting.

Consideration of an Invocation Policy for the City of Canyon Lake

Recommendation:

Adopt Resolution No. 2026-10 adopting an Invocation Policy for the City of Canyon Lake.

Receive and File - HCD Determination of Substantial Compliance with the City's 6th Cycle Housing Element

Recommendation:

Receive and file the report.

Receive and File - Quarterly Investment Report for the Quarter Ended December 31, 2025

Recommendation:

Receive and file the Quarterly Investment Report for the quarter ended December 31, 2025, in compliance with the City’s Investment Policy.

Receive and File - Fiscal Year 2024-25 Audited Financial Statements and Related Reports

Recommendation:

Receive and file the Fiscal Year 2024-25 Annual Financial Statements and the related reports.

Receive and File - 2026 City Events Calendar

Recommendation:

Receive and file the 2026 City Events Calendar.

Receive and File - 2025 Canyon Lake Fire Department Annual Report

Recommendation:

Receive and file the 2025 Canyon Lake Fire Department Annual Report.

PUBLIC HEARINGS

Consideration of a Resolution Adopting an Advertising Policy and Fee Schedule for the City-Owned Monument Sign at 31790 Railroad Canyon Road

Recommendation:

(1) Open the public hearing and take public testimony; and (2) adopt Resolution No. 2026-11 approving the Advertising Policy and establishing the fee schedule for advertising on the City-owned monument sign.

Recommendation:

(1) Adopt Urgency Ordinance No. 270 - An Urgency Ordinance of the City Council of the City of Canyon Lake, California, an Amendment to the Canyon Lake Municipal Code, Chapter 4.20: Commercial Cannabis Businesses, Section 4.20.250, Location and Design of Cannabis Businesses; and (2) introduce and read by title only Ordinance No. 271 - An Ordinance of the City Council of the City of Canyon Lake, California, an Amendment to the Canyon Lake Municipal Code, Chapter 4.20: Commercial Cannabis Businesses, Section 4.20.250, Location And Design of Cannabis Businesses.

Recommendation:
