Public Comment: Any person wishing to address the City Council on any matter within the jurisdiction of the City, whether or not it appears on this agenda, is asked to complete a speaker card and provide it to the City Clerk prior to the start of public comment. The City Council has adopted a time limit of three (3) minutes per person. Comments on specific agenda items will be heard when the item is called. Please note that if you are addressing the City Council on items NOT on the agenda, the Brown Act does not allow discussion of such items. Therefore, the City Council may only do the following: refer the matter to staff, ask for additional information or request a report back, or give a very limited factual response. Electronic comments may be submitted to cityclerk@canyonlakeca.gov. Comments submitted electronically will be provided to the City Council and included in the official record but will not be read aloud during the meeting.

CONSENT CALENDAR

Approve Claims and Demands of the City

Recommendation:

Adopt Resolution No. 2026-42 and Resolution No. 2026-43 Approving Claims and Demands of the City.

Approval of City Council Meeting Minutes

Recommendation:

Approve the minutes of the August 5, 2026, City Council meeting.

Receive and File the Monthly Public Records Request Report

Recommendation:

Receive and file the monthly Public Records Request Report.

Adopt a Resolution Approving a Memorandum of Understanding with the Special District Risk Management Authority and Authorizing Participation in the Employee Benefits Program

Recommendation:

Adopt Resolution No. 2026-44 approving the form of and authorizing the execution of a Memorandum of Understanding (MOU) between the City of Canyon Lake and the Special District Risk Management Authority (SDRMA) and authorizing the City’s participation in SDRMA’s Employee Benefits Program for dental, vision, and Employee Assistance Program (EAP) benefits.

Approval of a Resolution of Intent, Contract Amendment and Introduction and First Reading of an Ordinance Amending the City’s Contract with the California Public Employees’ Retirement System (CalPERS)

Recommendation:

(1) Adopt Resolution No. 2026-45 giving notice of intent to approve an amendment to the contract with the California Public Employees’ Retirement System (CalPERS); (2) approve the amendment to the contract with CalPERS; (3) introduction and first reading of Ordinance No. 283 - An Ordinance of the City Council of the City of Canyon Lake, California, Authorizing an Amendment to the Contract Between the City Council of the City of Canyon Lake and the Board of Administration of the California Public Employees' Retirement System; and (4) authorize the City Manager to execute all documents necessary to effectuate this transaction.
