| 1. | APPROVAL OF MINUTES Approval of the minutes from the September 20, 2022, meeting. |

| 2. | ITEMS FOR INDIVIDUAL CONSIDERATION A) Public Comments Persons who desire to address the Committee on any item on the agenda are allowed three minutes to speak. Testimony may be held until the item is considered or given at the beginning of any ASC meeting. Invited testimony may also occur at any time, subject to a request of the member of the committee and approval of the chair. B) Policy on Garland Non-Profit Access to Purchasing Equipment Prior to Auction (Smith) Legal review, discussion, and possible policy creation that would allow Garland-based 501c organizations a preferred or expedited pathway to purchase city surplus goods that would otherwise be auctioned, along with retention and non-resale requirements. C) Consider revisions to sec 22.23 Animal Services Advisory Committee (Smith) Sec. 22.23 Animal Services Advisory Committee
(A) The City Council shall appoint a six-person Animal Services Advisory Committee. The committee shall be composed of one licensed veterinarian, one county or municipal official, one person whose duties include daily operation of an animal shelter, one representative from an animal welfare organization, one public health official, and one citizen who shall be a resident of Garland and who shall not have any professional or personal affiliations similar to those represented by other appointees to the committee.
