Pursuant to Resolution No. 4464 of the City of Chandler and to A.R.S. 38-431.02, notice is hereby given to the members of the general public that the PUBLIC HOUSING AUTHORITY COMMISSION will hold a Regular Meeting open to the public on Monday, April 6, 2026, at 6:00 p.m., in the Chandler City Council Chambers, 88 E. Chicago Street, Chandler, Arizona. One or more members of the Commission may attend this meeting by telephone.

Persons with a disability may request a reasonable accommodation such as a sign language interpreter by contacting the City Clerk's office at (480) 782-2181. Requests should be made as early as possible to allow time to arrange accommodation.

Background:

The City of Chandler Housing and Redevelopment Division (the Public Housing Agency/PHA) administers 303 units of low-rent Public Housing and 495 Housing Choice Vouchers (formerly known as Section 8). Each year, the PHA is required to submit an Annual Plan describing PHA policies, programs, operations, and strategies for meeting local housing needs to the U.S. Department of Housing and Urban Development (HUD). The 2026 Annual Plan must be submitted by April 16, 2026. A 45-day public comment period was conducted from January 16, 2026, through March 2, 2026, to collect public input. In addition, PHA staff facilitated two Resident Advisory Board (RAB) meetings on December 10, 2025, and January 28, 2026, to present an overview of policy changes and review the Capital Fund. No public comments were received.

Discussion:

PHA Policy Updates:
The 2026 Annual Plan includes updates to both the Housing Choice Voucher Administrative Plan and the Public Housing Admissions and Continued Occupancy Policy (ACOP) to reflect federal requirements and improve program administration.
Key updates include:

Housing Opportunity Through Modernization Act of 2016 (HOTMA) Compliance:
To comply with HOTMA, policies were revised to adopt HUD-required changes to income and asset definitions, verification methods, and reexamination procedures. Additional updates were made to improve clarity, consistency, and operational efficiency in areas such as income reviews, interim reexaminations, and program administration. While HUD has not finalized full implementation deadlines, the PHA has incorporated all currently effective HOTMA provisions and will update policies further as required. HUD expects PHAs to formally adopt these policy changes within their governing documents (Administrative Plan and ACOP) and to implement them consistently to maintain program compliance and integrity when final rule is posted anticipated by January 2027.

Statement of Housing Needs:
The PHA continues to identify a shortage of affordable housing in Chandler due to rising costs, limited supply, and increased demand among low-income households, seniors, and families. In response, the PHA has better defined how it will advance RAD conversions, rehabilitation, and development activities to preserve affordability, improve housing quality, and support long-term sustainability.

Utility Allowances:
Utility allowances are reviewed annually in accordance with HUD requirements and updated when changes exceed 10 percent. Revised allowances for Public Housing and the Housing Choice Voucher program will be effective July 1, 2026.

Capital Fund Program:
The Capital Fund Program will support preservation of public housing through planned improvements, including exterior painting, HVAC replacements, and roof replacement. These efforts support asset condition, resident safety, and long-term viability.

Financial Implications:

HUD funds the costs associated with the Public Housing and Housing Choice Voucher Programs.
