This memorandum is provided for the orientation and reference of Planning and Zoning Commission members on the City of Cortez Comprehensive Plan.

DISCUSSION ITEMS —

Review needs for the upgrading of the Comprehensive Plan.
Ask for volunteers for city board vacancies. A Planning and Zoning Commissioner is needed for: 1. the Historical Preservation Board and 2. the Board of Adjustment. Robert Rime is already one representative for the BOA, although we can have two.

BACKGROUND

A Resolution Recommending Approval of Revisions to Sections 2.03 Standards of Measurement, Section 2.04 Definitions and Terms of Use, Table 3.2 Nonresidential Dimensional Standards, Table 3.4 Schedule of Use Regulations, 3.06.4.A.2.d Accessory carport standards, 3.06.13 Natural Medicine Businesses (add and renumber rest of Chapter), 4.06.A.12 Other Utilities, 5.04.2 Design and Construction Standards, 5.06 Landscaping and Screening, 5.09.4 Parking Lot Lighting, 5.010.7 Historic Signs, and Chapter 7 Historic Preservation.

RECOMMENDATION

I recommend making a motion that the Planning and Zoning Commission approve Resolution No. 5, Series 2026, a resolution recommending that Council approve the proposed revisions to the Land Use Code attached to the resolution as Exhibit A.

SUBJECT:

Overview of the City of Cortez Comprehensive Plan and SB24-174 requirements.

BACKGROUND

The memorandum summarizes the statutory basis for the City of Cortez Comprehensive Plan, the elements the plan is required to address under Colorado law, the responsibilities of this Commission during any plan update or full rewrite, and the categories of land use decisions that must be evaluated for consistency with the adopted plan. This discussion also provides an opportunity for the Commission to review the RFP that was released on June 16, 2026 with the intent to address the legislative mandates in SB24-174 as it relates to the development of a Strategic Growth element and a Water Supply element by December 31, 2026.

DISCUSSION

Staff is requesting feedback from the Planning and Zoning Commission on a review of the current comprehensive plan. Additionally, Staff is seeking the Commission's input into the selection of a qualified consultant to carry out the required legislative mandates in Senate Bill 24-174 as they relate to the City's adopted Comprehensive Plan.
