WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will authorize the MPO to execute a Purchase Order with NEOGOV for the implementation of an integrated human resources (HR) and payroll software solution for the Organization.

SUMMARY EXPLANATION/BACKGROUND:

The Broward MPO’s current HR functions are managed through a combination of manual processes and limited system capabilities, resulting in inefficiencies, increased potential for errors, and fragmented workflows. As the Organization continues to grow and evolve, there is a critical need to centralize HR operations, automate routine processes, and provide employees with improved access to HR-related services.

To address these needs, MPO staff conducted a comprehensive review of four leading HR and payroll software vendors: ADP, Paycor, Paylocity, and NEOGOV. Each vendor was evaluated based on functionality, integration capability, cost, and overall value to the Organization. The evaluation determined that NEOGOV is the only vendor that:

Provides a fully integrated HR and payroll solution compatible with the Broward MPO’s existing enterprise resource planning system, BS&A.
Supports the consolidation of HR functions into a single, unified platform, eliminating redundant processes and improving overall efficiency.
Offers automation of HR and payroll processes, significantly reducing the likelihood of manual data entry errors and increasing accuracy.
Includes a centralized employee self-service portal, enabling staff to independently manage and update HR-related information, request changes, and access relevant resources in real time.
Delivers the greatest overall cost savings compared to the other vendors evaluated.

MPO staff is seeking approval of delegated authority to have the MPO Executive Director execute a Purchase Order against NEOGOV's Sourcewell contract (#030425-PDMS). For a detailed proposal provided by NEOGOV, please see the Attachment. MPO staff will be available at the upcoming meeting to address any questions or comments.

Approval of this item will allow the MPO to continue using its current agenda software to internally manage meeting agendas and minutes for the MPO Board and advisory committees.

SUMMARY EXPLANATION/BACKGROUND:

On October 8, 2015, the MPO Board approved an agreement with Intent Digital LLC to transfer the existing audio/visual equipment, request-to-speak, and voting system from a vendor with limited abilities to expand the system and address the more sophisticated needs of the MPO Board. As part of this agreement, agenda software (known as AgendaQuick) was also included because it is designed to fully integrate with Intent Digital's voting system (as well as the MPO's current video streaming service). AgendaQuick software is proprietary to Intent Digital's software and equipment design.

On September 9, 2021, the MPO Executive Committee approved a new, separate agreement with Destiny Software, Inc. to allow the MPO to continue utilizing the AgendaQuick software hosted cloud storage for all agenda items and attachments, and a small contingency in the event that additional cloud storage is required.

To ensure the continuation of services for the AgendaQuick software and hosted cloud storage, the MPO is now proposing Agreement 27-01 with Destiny Software. This Agreement will replace the current contract, which is set to expire on September 9, 2026, and will provide a three-year term with two optional one-year renewals (for a total of five years). The total cost for the five-year Agreement is $37,480.

The proposed budget includes a yearly subscription cost for the AgendaQuick software, hosted cloud storage for all agenda items and attachments, and a small contingency in the event additional cloud storage is required:

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will allow the MPO to continue streaming and hosting all MPO Board, Technical Advisory Committee (TAC) and Citizens' Advisory Committee (CAC) meetings over the web.

SUMMARY EXPLANATION/BACKGROUND:

On October 8, 2015, the MPO Board approved an agreement with Intent Digital LLC for Board Room Audio and Voting System Improvements and Maintenance. As part of this agreement, the MPO began utilizing Intent Digital's meeting management software, known as VoteLynx. In addition to its meeting management functions, the VoteLynx system integrates exclusively with Swagit Productions LLC's Hands-free Video Streaming for Government platform, which gives organizations the ability to stream video over the internet. The hardware necessary for this streaming service has already been installed as part of the agreement with Intent Digital, and Swagit currently provides the MPO with streaming services for up to 25 meetings per year, which includes all MPO Board, TAC, and CAC meetings.

On September 9, 2021, the MPO Executive Committee approved an agreement with Swagit Productions, LLC, which included a three-year term with two optional one-year renewals for a total of five years. The agreement included recording services for up to 25 meetings per year, 24/7 technical support, next-business-day replacement of parts, continual software updates, feature enhancements for the life of the Agreement, and a small contingency for additional meetings over the allowed 25 meetings.

Since the last agreement was executed with Swagit, Granicus, LLC has taken over Swagit Productions, LLC, and continues to provide the same video streaming services, post-meeting captioning services, and up to 25 indexed meetings per year. Additionally, the streaming server the MPO currently uses for streaming services will continue to operate with Granicus services, along with the Intent Digital platform and Destiny Software Meeting and Agenda Management software.

The proposed Agreement 27-02 with Granicus includes a three-year term with two optional one-year renewals (for a total of five years). This Agreement will replace the current agreement with Swagit, which is set to expire on September 9, 2026, and includes recording services for up to 25 meetings per year and 24/7 technical support. Granicus will continue to provide streaming services and allow the public to access meeting video content via their computer, smartphone, or tablet. Archived meetings are indexed and broken into clips per each agenda item, which provides a more intuitive end-user experience. In order to comply with the Americans with Disabilities Act, the service also includes closed captioning with a turnaround time of four to five business days for captions. The total requested amount for the Agreement is not to exceed $124,092.14.

The proposed budget includes a yearly subscription cost for 25 indexed meetings per year, post-meeting captioning services, and a small contingency for meeting overages that exceed 25 meetings within one year. A breakdown of the Agreement fees and contingencies is provided below:

WHAT THIS ACTION ACCOMPLISHES:

Approval of this item will allow the Broward MPO to enter into an Agreement with Intent Digital, LLC for ongoing support services and engineering to the MPO's current voting system in the Board Room and provide Board Members with the ability to participate virtually in MPO Board meetings using the request-to-speak, voting, and agenda-viewing functions remotely.

SUMMARY EXPLANATION/BACKGROUND:

On October 8, 2015, the MPO Board approved an agreement with Intent Digital, LLC to replace existing audio/visual equipment, the request-to-speak system, and the voting system due to the prior vendor’s limited ability to support expansion and meet the Board’s evolving needs. The Board approved additional amendments in 2016, 2017, and 2018 to relocate the system to the new Broward MPO offices and to implement updates that kept the technology current.

On September 9, 2021, the MPO Board approved another agreement with Intent Digital, LLC to upgrade all existing PCs and install the VoteLynx XLG Graphic User Station (GUS) and GUS Browser. These upgrades enabled Zoom integration, allowing Board and committee members to attend meetings virtually while maintaining full access to request-to-speak, voting, and agenda viewing functions—supporting a seamless hybrid meeting environment.

To ensure continued support of the GUS Station and Browser, the MPO IT Department is now proposing Agreement 27-03 with Intent Digital. This Agreement will replace the current contract, which is set to expire on September 9, 2026, and will provide a three-year term with two optional one-year renewals (for a total of five years). The total cost for the proposed five-year Agreement is $113,500.

The proposed budget includes annual subscriptions for VoteLynx XLG Software Support, GUS Browser, GUS Video, and Media Video Transport (including five additional channel licenses), as well as an engineering contingency for system updates, enhancements, and special projects to support the MPO’s ongoing operational needs.

WHAT THIS ACTION ACCOMPLISHES:

Approval of this action will set the Executive Committee meeting dates for the following year (2027) and allow MPO staff to arrange for the public notification of meetings and to set due dates for materials to be included in the Executive Committee agenda items.

SUMMARY EXPLANATION/BACKGROUND:

The Attachment includes the proposed 2027 Executive Committee meeting dates for review.

The proposed dates represent the Executive Committee meeting as being held on the second Thursday of the month at 8:30 a.m. prior to the MPO Board meeting, except for the month of November, changing the date from the second Thursday to the first Thursday of the month due to the Veterans' Day holiday, and with no meetings scheduled for January or August.
