A meeting of the Board of Adjustment of the City of Garland, Texas will be held at the aforementioned location, date, and time to discuss and consider the following agenda items.

INVOCATION AND PLEDGE OF ALLEGIANCE: It is the custom and tradition of the members of the Board of Adjustment to have an invocation and recital of the Pledge of Allegiance prior to the beginning of the meeting. Members of the audience are invited to participate. However, members of the audience are not required to participate. The decision to participate is strictly a matter of personal choice and has no bearing on matters to be considered by the Board of Adjustment and will not affect the decisions to be made during the meeting.

The Council Chambers at Garland City Hall is wheelchair accessible, and ADA parking is available on State Street as well as in the public parking garage behind City Hall. Persons who may need assistive listening devices or interpretation/translation services are asked to contact the City Secretary's Office at 972-205-2404 as soon as possible prior to the meeting so that we may do all we can to provide appropriate arrangements.

NOTICE: The committee may recess from the open session and convene in a closed executive session if the discussion of any of the listed agenda items concern attorney/client matters and matters of privileged or unprivileged client information deemed confidential by Rile 1.05 of the Texas Disciplinary Rules of Professional Conduct. adjourn into executive session. Consider approval of the Board of Adjustment Minutes for the February 19, 2025 meeting.

ITEMS FOR INDIVIDUAL CONSIDERATION

BOA 25-02 Garland ISD and Carver Elementary School are requesting to construct a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence beyond the front entry at Carver Elementary School addressed as 2200 Wynn Joyce Road. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…". This site is currently zoned Single-Family-10 (SF-10) District. This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence in front of a building in a residential zoning district. The site is addressed as 2200 Wynn Joyce Road. (District 3)

B 25-03 Garland ISD and Ethridge Elementary School are requesting to construct a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence within a required front yard and beyond the front entry at Ethridge Elementary School addressed as 2301 Sam Houston Drive. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…". This site is currently zoned Single-Family-10 (SF-10) District. This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence within a required front yard and in front of a building in a residential zoning district. The site is addressed 2301 Sam Houston Drive. (District 8)

BOA 25-04 Garland ISD and Couch Elementary School are requesting to construct a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence beyond the front entry at Ethridge Elementary School addressed as 4349 Waterhouse Boulevard. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…". This site is currently zoned Planned Development (PD) District 98-04 for Single-Family-7 (SF-7), and Single-Family-10 (SF-10) Uses. This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence in front of a building in a residential zoning district. The site is addressed 4349 Waterhouse Boulevard. (District 3)

BOA 25-05 Garland ISD and Hickman Elementary School are requesting to construct a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence beyond the front entry at Hickman Elementary School addressed as 3114 Pinewood Dr. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…". This site is currently zoned Single-Family-7 (SF-7) District. This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence in front of a building and in the front yard in a residential zoning district. The site is addressed 3114 Pinewood Dr. (District 7)

BOA 25-06 Garland ISD and Lister Elementary School are requesting to construct a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence beyond the front entry at Lister Elementary School addressed as 3131 Mars Dr. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…". This site is currently zoned PD 83-128. This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence in front of a building and in the front yard in a residential zoning district. The site is addressed 3131 Mars Dr. (District 1)

BOA 25-07 Garland ISD and Luna Elementary School are requesting to construct a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence beyond the front entry at Luna Elementary School addressed as 1050 Lochness Lane. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…". This site is currently zoned Agriculture (AG). This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence in front of a building and in the front yard in a residential zoning district. The site is addressed 1050 Lochness Lane. (District 1)

BOA 25-08 Garland ISD and Northlake Elementary are requesting to construct a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence beyond the front of the building and in the front yard at Northlake Elementary School addressed as 1626 Bosque Dr. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…". This site is currently zoned Single-Family-7 (SF-7) District. This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence in front of a building and in the front yard in a residential zoning district. The site is addressed 1626 Bosque Dr. (District 1)

BOA 25-09 Garland ISD and Shugart Elementary School are requesting to construct a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence beyond the front of the building and in the front yard at Routh Roach Elementary School addressed as 1811 Mayfield Ave. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…". This site is currently zoned Single-Family-7 (SF-7) District. This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence in front of a building and in the front yard in a residential zoning district. The site is addressed 1811 Mayfield Ave. (District 5)

This site is currently zoned Single-Family-7 (SF-7) District. This is a variance request to allow a six (6) feet tall decorative steel fence and an eight (8) feet tall chain link fence in front of a building and in the front yard in a residential zoning district. The site is addressed 4726 Rosehill Rd. (District 3)

BOA 25-11 Garland Independent School District and Southgate Elementary are requesting to construct a six (6) feet decorative steel fence in front of the building and in the front yard on the site addressed as 1115 Mayfield Avenue. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…" The zoning district is SF-7. This is a variance request to allow the construction of a six (6) feet decorative steel fence to be constructed in front of the school and in the front yard. The site is addressed 1115 Mayfield Avenue. (District 3)

BOA 25-12 Garland Independent School District and Toler Elementary are requesting to construct a six (6) feet decorative steel fence in front of the building and in the front yard and an eight (8) feet chain link fence in front of the building on the site addressed as 3520 Guthrie Road. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…" The zoning district is SF-7. This is a variance request to allow the construction of a six (6) feet decorative steel fence to be constructed in front of the school's building and in the front yard along with an eight (8) feet chain link fence in front of the building. The site is addressed 3520 Guthrie Road. (District 3)

BOA 25-13 Garland Independent School District and Williams Elementary are requesting to construct a six (6) feet decorative steel fence and an eight (8) feet chain link fence in the front yard and in front of the school on the site addressed as 2232 Parkcrest Drive. Section 4.104 (A) (2) (a) of the Garland Development Code states that, "No fence may be built within a required front yard, or in front of a building in a residential, nonresidential or mixed-use zoning district, as defined in this GDC, except as follows…Fences may be located in the required front yard of property located in a residential zoning district provided: A fence less than three and one-half feet in height, and: Made of wood or ornamental metal; and provides at least a four-inch wide vertical space for each linear foot and at least a one-foot wide horizontal space between horizontal portions of the fence…" The zoning district is SF-7. This is a variance request to allow the construction of a six (6) feet decorative steel fence and an eight (8) feet chain link fence to be constructed in front of the school's building and in the front yard. The site is addressed 2232 Parkcrest Drive. (District 6)
