Purpose and Background

The purpose of this Economic Development Plan is to satisfy the requirements of Section 5709.40(A)(5)(f) of the Ohio Revised Code, which requires that an Economic Development Plan evidence that the public infrastructure serving the proposed residential tax increment financing incentive districts is inadequate to meet the development needs of the district. This Economic Development Plan has been developed to continue the efficient and effective development of the City of Huber Heights, Ohio.

This Economic Development Plan relates to the proposed development of a 159 townhome-style residential development within the City on approximately 26 acres, known as Creekside Woods. The proposed development is located west of Charlesgate Road and east of Wildcat Road. The City has determined that the construction of this project would be beneficial to the City by increasing housing opportunities for current and future residents while enhancing the quality of life for the general public.

An Ordinance Amending Section 934.09 Of The Huber Heights Code Of Ordinances Pertaining To Sanitary Sewer Fees And Regulations.

Purpose and Background

The Tri-Cities Wastewater Authority (TCA) is in the process of an estimated $150,000,000 expansion and modernization project consisting of three main projects: flow equalization tanks, a new trunk line, and plant repair and expansion. The improvements are being sized to accommodate the next 20 years of anticipated growth among the three owner jurisdictions. The TCA Board of Trustees is recommending each jurisdiction adopt a "capacity charge" fee to offset the cost of the improvements for future growth. This fee will be collected by the three member jurisdictions and remitted to TCA. This is a one-time fee paid by future developments, not current rate payers.

Purpose and Background

This legislation is a formality to adopt the 2026 Tax Budget. The resolution is to adopt the Tax Budget for Fiscal Year 2026, and this adoption is the beginning of the budget process. The Miami County Auditor is requesting that the City submit the Tax Budget as proof of the need for Miami County's distribution of property taxes and Local Government Fund revenue to the City. A public hearing on the 2026 Tax Budget is scheduled for the July 14, 2025 City Council Meeting. The 2026 Tax Budget is required to be submitted to the Miami County Auditor by July 20, 2025. City Staff respectfully request a first reading and adoption of the legislation at the July 14, 2025 City Council Meeting as non-emergency legislation.

- $5,000,000 for the purpose of improving the City's entertainment district in TED Project Area #1. This increase is for design, engineering, planning, and related pre-construction activities necessary for site preparation of the new indoor music facility (covered by note proceeds).

This legislation authorizes a Fifth Amendment with Veolia Water Contract Operations USA, Inc. for the operations and maintenance of the City's water and wastewater systems. The changes found in this Fifth Amendment include:

Third-party damage reimbursements apply to fire hydrants and water meters.
Raises the minor maintenance threshold to $15,000.
Creates a "staff vacancy credit" program whereby Veolia Water reimburses the City for positions vacant longer than 90 days.
Increases the base fee amount due to market wage adjustments, chemical costs, and increased staffing.
