The Navajo County Board of Supervisors will hold a meeting open to the public on Tuesday, July 21, 2020, in the Supervisors' Chamber in the Navajo County Governmental Complex, Holbrook, Arizona. The Board may vote to meet in a closed executive session to discuss certain matters as indicated on the following agenda. The Board may meet in executive session pursuant to A.R.S. § 38-431.03(A) (3) for legal advice on any item.

We continue to maintain physical distancing and will conduct Board of Supervisor meetings virtually by zoom. Board Members, staff and members of the public may call and participate in the meeting by following these steps:

Background:

The road is in Section 8, Township 9 North - Range 22 East. (See attached maps); Map 4-01 & Plat 25-11. Currently, this road serves 22 properties. The re-naming was due to a discrepancy of the spelling of the road name. The original Plat 28-11 has the road name as "Appollo Way". However, on our GIS & CAD map 4-01 we currently have Apollo Way. Proof of documentation showing reason for the change of the spelling cannot be found, such as a previous Petition to change a road name. One hundred percent of the current property owners whose property is adjacent to the road are in support of the renaming and have signed off on the Petition Road Name Change. This road is not County maintained.

The Local Workforce Development Board is required to select service providers for Title IB Program Services. Navajo County has been the service provider since 2015 under the current IGA. Due to conflict of interest policies implemented by the Workforce Arizona Council and because Navajo County also employs the Local Workforce Development Board staff, programs must be operated in a department separate from the LWDB staff. It is also required that the LWDB have a contract in place with the provider of services. This MOA is represents the contract for service provision for Program Year 2021 (July 1, 2020 - June 30, 2021).

The designation of a One Stop Operator is a requirement under WIOA Section 121(d). The role of the One Stop Operator is to oversee the One Stop Delivery System. The One Stop Operator will be responsible for the operational activities concerning customer flow and overall quality and effectiveness of the Comprehensive One Stop Job Center in Globe and affiliate sites in Show Low, Payson, Winslow and Eagar. An RFP was published in Navajo, Gila and Apache Counties per WIOA requirements. Two proposals were received and evaluated by the Workforce Board Executive Committee. Based on the recommendation of the Executive Committee, the LWDB selected Reveille Foundation as the One Stop Operator from July 1, 2020 to June 30, 2021 (with up to 4 one-year extensions). The designation of a One Stop Operator is a requirement under WIOA Section 121(d). The role of the One Stop Operator is to oversee the One Stop Delivery System. Navajo County puts in considerable effort to create a safe and healthy workplace. One way we help foster a healthy environment is to hold various healthy "challenges" throughout the year. We hold an annual step-up challenge in the spring/summer each year and get a good turn out each season. This year we had 4 employees that logged over one million steps during our 2 month challenge. We want to recognize their valiant efforts to maintain their health and be an example to others.

Background:

United National Indian Tribal Youth, Inc. (UNITY) is a 44-year-old non-profit organization whose purpose is to foster the spiritual, mental, physical and social development of American Indian and Alaska Native youth.In 2014, they began a special program which recognizes 25 outstanding youth leaders across the country who are under 25 years of age. This is done every other year and 2020 is the fourth such group. The announcement came in May and the fourth class of 25 Under 25 announced the 2020 honorees. Among those is 17-year-old Dylan Baca of Blue Ridge High School, Class of 2021.Dylan is a member of the White Mountain Apache Tribe and through his grandfather is also Navajo. He attended St. Anthony Catholic School and will be a senior this year at Blue Ridge. He is on the Governor's Youth Commission, serving as chairman of both the Arizona Human Trafficking Prevention Committee and the Indigenous People's Day Committee. He is also the founder and CEO of the Indigenous Peoples' Initiative.

Consideration of award of Contract B20-05-018 Hot Asphaltic Concrete Pavement Overlay, Table 1 Base Bid, to Hatch Construction & Paving, Inc.

Background:

Sealed bids were received by the Board of Supervisors at the Navajo County Governmental Center, Holbrook, Arizona until 2:00 PM M.S.T., July 1, 2020 in strict accordance with the specifications on file in the office of the Navajo County Department of Public Works. No bids were accepted after 2:00 PM M.S.T. The bids were publicly opened and read aloud at 2:15 PM.

This is an annual contract to provide Hot Asphaltic Concrete Pavement Overlay on public roads in Navajo County. The Bid Schedule identifies two tables. Table 1 Base Bid are the roads to be overlayed in the FY2021 budget and Table 2 Bid Alternates are the roads to be overlayed in the FY2022 Budget should the department have adequate funds. However, with the current decline in HURF revenues staff is recommending award of contract for Table 1 Base Bid only.

Recommendation:

Six bids were received and staff is recommending that the contract be awarded to the lowest responsible, responsive bidder Hatch Construction & Paving, Inc. for the items in Table 1 Base Bid only.
