Springfield History Museum Advisory Committee Interviews

ACTION REQUESTED:

Interview two applicants for the Springfield History Museum Advisory Committee for one vacant position and decide to appoint or not appoint the applicant.

ISSUE STATEMENT:

The Springfield History Museum had three vacant positions as of December 31, 2025. One Museum Committee member reapplied and is being directly appointed. Two applications were received for the remaining two vacant positions during the most recent recruitment period. One applicant was interviewed at the March 9, 2026 work session. A third applicant had this committee as his third choice and has been added for interview by Council.

DISCUSSION/FINANCIAL IMPACT:

The Mayor made the decision to directly appoint Ms Sage to a second term ending December 31, 2029. The City received two additional applications during the recruitment period which closed on February 26, 2026. The two vacant positions are for partial terms (due to start date in March) with an expiration date of December 31, 2029. A third applicant listed this committee as his third choice and has been added for interview by Council. One applicant was interviewed during the March 9, 2026 work session. The Museum Committee requests that Council interview the final two applicants and decide to appoint or not appoint them to the committee.

ITEM TITLE:

Wastewater and Stormwater User Fees FY 2026-27

ACTION REQUESTED:

Staff seeks Council direction establishing local wastewater and stormwater rates.

ISSUE STATEMENT:

User fees for local and regional wastewater and local stormwater services are reviewed by the Council annually as part of the City's budget development process. Staff is in the process of updating user fees for Council consideration and adoption. A public hearing is scheduled for May 18, 2026. Additionally, the Metropolitan Wastewater Management Commission (MWMC) approved a schedule of Fiscal Year 2026-27 (FY 26-27) regional wastewater user fees on April 10, 2026, and will forward them to the Cities of Springfield and Eugene for implementation.

DISCUSSION/FINANCIAL IMPACT:

Each year, staff prepares proposed user fee rates for local wastewater and stormwater programs for Council consideration. These fees are established to provide adequate revenue to fund operations, maintenance, capital improvement programs, debt service, and regulatory requirements associated with the City's discharge permits issued by the Oregon Department of Environmental Quality.

For FY 26-27, staff recommends for Council consideration a 5.0% adjustment to both the local wastewater and stormwater user rates. The recommendation below shows the combined change for both rates (assuming 6.684 units or 5,000 gallons of wastewater generated) for a residential customer. This recommendation is based on analysis of system requirements and needs (e.g., regulatory, capital investment, maintenance, and operational) as well as current and projected economic factors to ensure long term health of the funds.

FY26-27 Rate Recommendation - Includes a 5.0% user fee rate adjustment for local wastewater in FY 2026-27, resulting in a $1.43 increase per month, and a 5.0% user fee adjustment for stormwater, resulting in a $0.87 increase per month. The combined total monthly increase is $2.31. A detailed discussion of the factors supporting this recommendation is provided in Attachment 1.

In addition to the City's local user fees, the MWMC develops regional user fees to support the Regional Wastewater Program. On April 10, 2026, the MWMC approved the FY 26-27 regional user fees with a 5.5% rate change, which will result in a monthly change of $1.84 to customers in located in the MWMC's service area of Eugene and Springfield.

A public hearing on the FY 26-27 user fees is scheduled for May 18, 2026.

Contract #4123 - Springfield Internet Site Project

ACTION REQUESTED:

Authorize the City Manager to execute Contract #4123 with Key Line Construction Inc for the installation of a telecommunications hut at the City of Springfield Public Works Operations Campus.

ISSUE STATEMENT:

City Council approval is required to authorize execution of Contract #4123, as the total contract amount exceeds the City Manager's signing authority of up to $250,000 per the City's Municipal Code.

DISCUSSION/FINANCIAL IMPACT:

The City received a $750,000 American Rescue Plan Act (ARPA) grant passed through the State of Oregon for the construction of a broadband micro-carrier hotel. This is a facility that will allow Internet Service Providers access to existing fiber optic infrastructure in expanding their services to Downtown Springfield, Glenwood, and potentially the broader community. This contract is for the installation of a 10'x20' prefabricated telecommunications hut at the City of Springfield Public Works Operations Campus. The site work will include a slab with footings, conduit to the street with vaults for future fiber optic cable pulls into the hut, interior fencing to separate access to the hut from the rest of the Public Works property, and electrical conduit to the electrical service panel. The total cost of the contract is $370,000 and includes the cost of the prefabricated hut. The entire value of the contract will be paid for with the ARPA grant funds already budgeted for expenditure in FY26.

ISSUE STATEMENT:

Springfield's General Fund continues to face a long-term structural imbalance driven by constrained property tax growth and rising service delivery costs. Following extensive community review, the Fiscal Stability Task Force identified a shared payroll tax as a viable near-term strategy to begin to address funding stability for critical City services.

DISCUSSION/FINANCIAL IMPACT:

At its December 8, 2025 Regular Session, Council directed staff to advance development of a payroll tax ordinance. Council subsequently reviewed and provided feedback on the proposed ordinance and Exhibit A during Work Sessions on February 2 and April 6, 2026.

The proposed ordinance establishes a payroll tax with the following structure:

A 0.1% (one-tenth of one percent) tax paid by employers
A 0.1% (one-tenth of one percent) tax paid by employees
Application to wages earned for work performed for employers and self-employed individuals located within Springfield city limits
Annual reporting to Council and the community

The payroll tax is projected to generate approximately $2.45 million in the program's first year. This revenue is intended as an incremental step toward addressing the City's long-term fiscal imbalance, alongside other fiscal strategies to be considered by Council.

A second and final reading is scheduled for the May 18, 2026 Regular Session.

ISSUE STATEMENT:

The City Council is requested to adopt/not adopt an ordinance to annex 1.94 acres of property zoned and designated R-1 Residential (Low Density Residential) located at Map 18-02-05-24, Tax Lot 06100 in south central Springfield. The proposed annexation is requested to facilitate a future residential subdivision.

DISCUSSION/FINANCIAL IMPACT:

The City Council is authorized by Oregon Revised Statutes (ORS) Chapter 222 and Springfield Development Code (SDC) 5.7.100 to act on annexation requests. This Ordinance will become effective the day after the election, May 20, 2026, or upon the date of its filing with the Secretary of State as provided by ORS 222.180, whichever is later. The territory requested for annexation is an improved residential lot at Map 18-02-05-24, TL 06100. The property is zoned and designated for low density residential (R-1) with an Urbanizable Fringe Overlay (UF-10), and it is located inside the City's Urban Growth Boundary (UGB). The UF-10 overlay will no longer apply upon annexation.

As outlined in the attached staff report (Attachment 2, Exhibit D), the annexation area can be served with the minimum level of key urban facilities and services as required in the Springfield 2030 Comprehensive Plan - Urbanization Element. The attached staff report also confirms the request meets the criteria of approval for annexations established in SDC 5.7.140. Staff recommend the Council approve an Annexation Agreement for this property to ensure that fiscal impacts to the city associated with future redevelopment of the site are appropriately mitigated.

Recommendation: The subject property complies with the standards and provisions of the SDC and applicable ORS for annexation; Council is requested to conduct a second reading and adopt/not adopt the ordinance annexing this property to the City and the Willamalane Park and Recreation District, and withdrawing from the Willakenzie-Springfield Rural Fire Protection District.

ISSUE STATEMENT:

Each year, the City is entitled to receive an allocation of CDBG funds from the U.S. Department of Housing and Urban Development (HUD). To do so, the City must develop an Annual Action Plan describing how it plans to allocate funds to address local community needs. The proposed uses of funding must align with allowed uses and with the local community needs and strategies identified in the 2025 Eugene-Springfield Consolidated Plan. This Action Plan will align with the second year of the Consolidated Plan.

DISCUSSION/FINANCIAL IMPACT:

For FY2027, Springfield is projected to have a total of $554,527.04 in CDBG funds available. As part of the City's community participation process for the development of the Annual Action Plan, the Council's Community Development Advisory Committee (CDAC) held two public hearings on January 28 and April 8. A draft Action Plan was also made available for a 30-day public comment period with estimated revenue and expenses. Two people submitted comments which the CDAC discussed during its meeting on April 8.

HUD released the FY27 allocation awards in time for the public hearing and discussion on April 8. The CDAC discussed updated revenue and expenses and made a recommendation to City Council for the FY27 CDBG Annual Action Plan that is in line with the strategies discussed at Council during the February 23 Council work session.

The CDAC's recommended allocation for the FY27 CDBG Annual Action Plan includes:
•   Home Repair Program: $ 362,080.00
•   Human Services System: $ 81,037.81
•   Grant Admin and Planning: $ 111,409.23
