INFORMATION SHARE:

The City of Springfield (City) and Lane County (County) recently updated an Intergovernmental Agreement (IGA) to continue collaborating on stormwater management under each agency's National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Phase II General Permit.

The updated IGA, provided in attachment 1, defines the stormwater services the City provides on behalf of the County within the Urban Transition Zone (UTZ) — the area between the City Limits and the Urban Growth Boundary. This partnership eliminates duplicative programs in the UTZ while ensuring compliance with stormwater regulations.

Key Benefits of the Partnership

The County receives stormwater management services that the City is already implementing.
The City is financially compensated by the County on a quarterly basis.
The agreement reduces redundancy in stormwater management programs within the UTZ.

City Responsibilities Under the IGA
The City is responsible for implementing control measures outlined in its MS4 Phase II General Permit to prevent stormwater pollution in the UTZ, including:

Public Education and Outreach;
Public Involvement and Participation;
Illicit Discharge Detection and Elimination (including MS4 mapping);
Construction Site Runoff Control; and
Post-Construction Site Runoff Control for New Development and Redevelopment.

The IGA also establishes guidelines for communication, data sharing, and coordination between the City and the County.

Agreement Duration
The updated IGA expires on December 31, 2026. Both agencies' MS4 Phase II General Permits are currently under administrative extension by the Oregon Department of Environmental Quality (DEQ) while an updated permit is being prepared for MS4 Phase II communities. A new IGA will be drafted once DEQ issues a renewed permit, expected towards the end of calendar year 2025.

Background
In 2003, through Lane County Board of Commissioners Order 03-3-12-4, the County determined that meeting certain NPDES Phase II permit requirements in the UTZ through an agreement with Springfield was in the public's best interest. In 2010, the Springfield City Council approved Resolution 10-27, and the City began formally partnering with Lane County through an IGA to provide limited NPDES MS4 permit services in the UTZ.

Springfield is responsible for land use planning in the UTZ under a separate IGA, applying Springfield Development Code requirements to new development and redevelopment. This includes provisions of Springfield's Stormwater Management Plan. Managing stormwater-related requirements within the UTZ benefits the public, ensures efficient regulatory oversight, and increases the likelihood of compliance with City code prior to annexation.

14th Annual Canines for Clean Water Calendar Contest

INFORMATION SHARE:

The Development & Public Works Department is excited to announce the launch of the 14th annual Canines for Clean Water calendar contest. This contest aims to raise awareness about the importance of picking up after pets to protect local water quality.

Springfield residents will have the opportunity to enter their dogs into the contest for a chance to be featured in the 2026 Canines for Clean Water calendar. Over the years, hundreds of community members have participated, helping to promote responsible pet ownership and environmental stewardship.

The calendar also serves as an important educational tool, supporting public outreach requirements outlined in the City's Municipal Separate Storm Sewer System (MS4) permit and Total Maximum Daily Load (TMDL) Implementation Plan, which focuses on reducing bacteria pollution in our waterways.

Objectives of the Calendar Contest:

Increase community understanding of how individual actions contribute to protecting local water quality.
Engage at least 200 participants.

Dates: March 21 – April 4, 2025
Eligibility: Open to Springfield dog owners
How to Enter: Submit a dog photo via Facebook or email and pledge to "scoop the poop"
