OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF MUSKOGEE, OKLAHOMA MET IN COUNCIL CHAMBERS OF CITY HALL APRIL 15, 2024 The Planning and Zoning Commission of the City of Muskogee, Oklahoma, met in Regular Session at 9:00 a.m., on April 15, 2024, in the Council Chambers, Municpal Building, 229 W. Okmulgee Ave., Muskogee, Oklahoma. |

The meeting was called to order at 9:06 A.M. and the roll was called as follows: |

1 | Consider approval of the minutes for the Special Call Sessions of the Planning & Zoning Commission held on February 26, 2024 and April 3, 2024, and the Regular Session held on March 18, 2024, or take other necessary action. (Jody King) | ||||||||||||
Motion was made by Commissioner Cynthia Kennedy, seconded by Commissioner Betty Blackwell to approve the minutes. | |||||||||||||

2 | Consider approval of the preliminary and final plats of ACT MD Addition, consisting of two (2) lots on five (5) acres, located on Hancock Street west of Foltz Lane, or take other necessary action. (Jody King) | ||||||||||||
Motion was made by Commissioner Cynthia Kennedy, seconded by Commissioner Betty Blackwell to approve the prelimiary and final plats. Discussion was held regarding the location of the lots and what the lots were going to be used for. It was explained that lot 1 would be residential and lot 2 would be the commercial dog grooming business. |

3 | Consider action on Resolution No. 2984 recommending that the City of Muskogee, through its City Council, create a tax increment district, and approve the Southside Industrial Park Economic Development Project Plan, or take other necessary action. (Mike Miller) | ||||||||||||
Motion was made by Commissioner Cynthia Kennedy, seconded by Commissioner Betty Blackwell to recommend approval to the City Council for resolution no. 2984. Nathan Ellis with Public Finance Law Group was present to present the item to the commission members. He explained the project proposed capital investment in the Southside Industrial Park Economic Development Project Plan and that the TIF would help make infrastructure improvements for this area and bring things like the rail to code for operations. |
