OF THE CITY COUNCIL
OF THE CITY OF MUSKOGEE, OKLAHOMA MET IN A SPECIAL CALL SESSION IN COUNCIL CHAMBERS OF CITY HALL JUNE 10, 2024
The City Council of the City of Muskogee, Oklahoma, met in a Special Call Session at 5:30 p.m., on June 10, 2024, in Council Chambers, Municipal Building, 229 W. Okmulgee Ave., Muskogee, Oklahoma, with Mayor W. Patrick Cale presiding.

Meeting was called to order by Mayor W. Patrick Cale and the City Clerk called the roll as follows:

Councilmember Shirley Hilton-Flanary entered the meeting at 6:58 p.m. | ||||||||||||||
1 | Consider approval of a Memorandum of Understanding (MOU) between the City of Muskogee and the Fraternal Order of Police Lodge #95 (FOP) to make a one-time change to the Collective Bargaining Agreement for the July 2024 shift bid process and the subsequent shift change date as a result of manpower concerns, or take other necessary action. (Johnny Teehee) Police Chief Johnny Teehee stated this is a request to delay the normal shift change which occurs each January and July. Chief Teehee explained this is an effort to maximize the current workforce as the department will potentially be losing several officers in approximately 45 days. |

Motion was made by Councilmember Tracy Hoos, seconded by Councilmember Dan Hall to approve Memorandum of Understanding (MOU) between the City of Muskogee and the Fraternal Order of Police Lodge #95 (FOP) to make a one-time change to the Collective Bargaining Agreement for the July 2024 shift bid process and the subsequent shift change date as a result of manpower concerns. | |||||||||||

2 | Consider approval to amend City Council Policy 3-1-4, Muskogee Police Department Recruiting and Hiring Incentives, or take other necessary action. (Johnny Teehee) Police Johnny Teehee stated there is currently a $5,000.00 sign on bonus for new police officers and $10,000.00 bonus for those who are already C.L.E.E.T. certified. Chief Teehee explained this amendment would eliminate the $5,000.00 bonus, and increase the bonus for C.L.E.E.T. certified officers to $15,000.00 in an effort to incentivize new officers. |

Motion was made by Councilmember Melody Cranford, seconded by Councilmember Dan Hall to approve to amend City Council Policy 3-1-4, Muskogee Police Department Recruiting and Hiring Incentives. | |||||||||||

3 | Consider approval to authorize the City Manager to negotiate and execute a professional services agreement with the Muskogee City-County Port Authority, and/or, if necessary, to negotiate and execute a thirty (30) day extension of the current professional services agreement, or take other necessary action. (Mike Miller) | ||||||||||
Motion was made by Deputy Mayor Derrick Reed, seconded by Mayor Patrick Cale to authorize the City Manager to negotiate and execute a professional services agreement with the Muskogee City-County Port Authority, and/or, if necessary, to negotiate and execute a thirty (30) day extension of the current professional services agreement. | |||||||||||

4 | Discuss and consider approval of a Memorandum of Understanding with the Muskogee City-County Port of Muskogee (Port) to collaborate in the preparation and presentation of a grant application to the City of Muskogee Foundation in the amount of $2,000,000.00, and accept the funds if awarded; and authorize the City Manager to negotiate and execute the same, or take other necessary action. (Mike Miller) City Manager Mike Miller stated this MOU will allow the City to work with the Muskogee City-County Port Authority on a grant application through the City of Muskogee Foundation. This money, along with CIP funds, will be used for the berm project at the Port. |

Motion was made by Deputy Mayor Derrick Reed, seconded by Councilmember Shirley Hilton-Flanary to approve of a Memorandum of Understanding with the Muskogee City-County Port of Muskogee (Port) to collaborate in the preparation and presentation of a grant application to the City of Muskogee Foundation in the amount of $2,000,000.00, and accept the funds if awarded; and authorize the City Manager to negotiate and execute the same. | |||||||||||
