James Fochs, Director of Facilities and Project Management for the school district was present if the Council had questions.
Council Member Stephenson brought this item back for review discussion and a vote because originally, he did not have clarification. New plan information increased the use and clarified the rezoning.
Council Member Floam agreed with the reconsideration of the ordinance, clarifying that it was initially specifically for a zone change/use.
Council Member Esslinger is standing by his initial vote and voting no. He does not believe that a new track / green space facility is beneficial for this area. Housing is still an issue in Oshkosh and believes this area should be used for housing.

Mayor Mugerauer noted that this is not exactly what the property owner is requesting, but it is a step in the right direction, making the area safer.

Approve General Development Plan and Specific Implementation Plan for Athletics Facility at 108 West New York Avenue and Property Located at the Southeast Corner of West Custer Avenue and Kentucky Street (Parcel 1500740100)

James Fochs, Director of Facilities and Project Management for the school district spoke to the Council and wanted to make clear that this was not just an athletic field and facility for middle school students. This area is available to all members of the community to use and enjoy. Fochs also noted that students can utilize this area after school, before school, and during the school day. The district will be able to host other schools for athletic events. This facility will also decrease the difficulty of getting middle school students to the high school track etc… this facility will also give students and others ample opportunity to participate in different sports. Fochs also shed light on the memorial garden being proposed (memorializing Mr. Merrill, founder of the school)
Council Member Stephenson added an amendment that the portion of the memorial come back to the Council and Plan Commission and be part of neighborhood conversations - the council discussed the amendment and agreed the portion of the memorial to go through the Plan Commission and does not need to come back through council. This amendment is for the plan commission to review and approve the SIP for the memorial space only.
Council Member Buelow disapproved of the thought of this space being only available a few months out of a year and is for students only. Buelow clarified that spaces like this are used by community members throughout the year. Buelow also noted that families utilize other community school green space areas. Buelow stated that he would be in full support of this.
Council Member Floam still stands by his original comments and understands that this property is owned by the school district, and the school district has the final say… If any residents are unhappy with what the school district is doing to this area residents should reach out to the Oshkosh Area School District and board members. Floam realizes that this resolution is regarding the site plan only and is in support of this resolution.
Mayor Mugerauer noted that this proposed use plan will be beneficial to this area of Oshkosh and all its residents.

Adopt 2024 City of Oshkosh Comprehensive Outdoor Recreation Plan

Parks Director Ray Maurer summarized the comprehensive outdoor rec plan being brought to the council. Maurer noted that this is done every five years or so. The plan gives a roadmap of what the city and park facilities are proposing over the next 10 to 20 years. This document also allows the city to be eligible for grant funding from the DNR.

Finance Director Calmes noted that the finance department examined ARPA fund requests in all locations and made necessary adjustments. They took a realistic look at current funding and took advantage of narrowing down projects that will have the ability to be appropriated by December 31, 2024.

Approve TID No. 29 TIF Development Agreement and Lease Agreement with Boat Works LLC

Developers Hess and Weissenberg were available to answer any questions the Council might have on this project:

Deputy Mayor Buelow is in support of this resolution but wanted clarification as to this being affordable housing. Buelow asked how rent is measured, and how is the city informed that rents are being offered at an affordable rate?
Community Development Nieforth noted that they add a clause to similar projects that requires the developer to annually supply rental information to ensure that they are within the 80 to 120% affordable threshold.
Deputy Mayor Buelow also asked the developers what their hope was as to the date for tenants to be allowed to move into this location. The developers are looking at June 2025.
Council Member Stephenson is excited about this project and the prospect of workforce housing.

Council Member Floam noted that on Thursday the Landmarks Commission will have a plaque presentation for industrial photographer Louis Hein.

City Manager Recruitment Update (Mugerauer)

Mayor Mugerauer reviewed the recruitment calendar for the City Manager position. Mugerauer touched on important dates and noted that the consultant is on target and is following this calendar and timeline accordingly.
Council proceeded with a discussion about POLCO and how some surveys require a login and some are open to guests. Administrative Services Director Fitzpatrick noted that some surveys are sensitive, and POLCO would like to ensure that they are not being overpopulated or over-answered by individuals who aren't directly serviced by the city.
Council members also stated that it's good to know that Oshkosh surveys its residents and encourages them to engage in important city issues.
