ACTION REQUEST (Brief Summary)
Approval of a Resolution declaring the Texas City Train Festival to be a City-wide event for the purpose of critical economic development in the downtown area and declaring the necessity of and approving the temporary closure of blocks 400 & 500 of Loop 197 (6th St. No.) to all through traffic on November 8 & 9, 2008 in order to complete a Temporary Road Closure Application to the Texas Department of Transportation.
BACKGROUND
In order to close 6th Street for the Texas City Train Festival an application must be submitted to and approved by the Texas Department of Transportation, along with a copy of a Resolution passed by the City Commission approving the road closures and the dates of the same.
ANALYSIS
It is necessary to close the roads in order to protect the visitors attending the events from the hazards of crossing streets with traffic present and allow the vendors ample area to set up booths for displaying their wares, thus creating a marketplace effect.
ALTERNATIVES CONSIDERED
Not closing 6th Street, thus eliminating the marketplace effect and placing our visitors in jeopardy.
