ACTION REQUEST
Consider / Approve Authorizing Grant Administration Services Contract with GrantWorks for the Community Development Block Grant-MIT Regional COG Method of Distribution Grant (CDBG-MIT MOD) for the City of Texas City.
BACKGROUND (Brief Summary)
Through the Regional Mitigation Program, Council of Governments Methods of Distribution (COG MODs), established in the State of Texas CDBG Mitigation (CDBG-MIT) Action Plan:
Building Stronger for a Resilient Future, each Council of Governments (COG) region impacted by Hurricane Harvey in 2017 has been allocated funds for hazard mitigation projects.
The Texas General Land Office (GLO) encourages the prioritization of regional investments with regional impacts in risk reduction for hurricanes, tropical storms and depressions, flooding, wind, and other hazards to develop disaster-resistant infrastructure; upgrading of water, sewer, solid waste, communications, energy, transportation, health and medical, and other public infrastructure to address specific, identified risks; financing multi-use infrastructure; and green or natural mitigation infrastructure development.
While CDBG-MIT funds shall not be used for programs and projects to provide emergency response services, funds may be used for mitigation activities to enhance the resilience of facilities used to provide emergency response services, provided that such assistance is not used for buildings for the general conduct of government.
The City of Texas City has been allocated $8,012,027 under this program. The identified projects include the expansion of Carver and Sanders-Vincent Community Centers, as multi-use infrastructure, to include spaces that would be utilized as shelters to provide emergency response services in Texas City and the upgrading of sewer infrastructure specifically identified to be at-risk if the city were hit by hurricanes, tropical storms and depressions, or flooding.
On October 5, 2022, GrantsWorks was chosen by the City Commission to provide external grant administration services for the allocated funds. A fixed fee of $436,692 is being proposed (5.45% of the grant allocation), which includes a profit of $$26,638.

RECOMMENDATION
It is the recommendation of the Mayor that the City of Texas City enter into this agreement with GrantWorks, Inc. for the latter to provide external grant administration services for the CDBG-MIT MOD grant allocated to Texas City by the Texas General Land Office.

Fiscal Impact:
The Texas GLO's project delivery cap is 8% of the grant allocation. This agreement would only require the City to pay 5.45% of the grant allocation to GrantWorks, Inc. for external grant administration fees.
