ACTION REQUEST (Brief Summary)
Consider approval of a Resolution authorizing Mayor Doyle to execute an engineering Agreement for Services with ARKK Engineers for design of the Northeast Texas City Sewer Force Main project.
BACKGROUND
There is a significant part of Texas City, north of Dickinson Bayou, that is relatively undeveloped and is not served with sanitary sewer service from Texas City. Over the years, the City's approach to providing sewer service to this area has been to pursue the construction and operation of a separate wastewater treatment plant (wwtp). Although there has been interest in land development projects in this area, nothing has come forth that warranted the actual permitting and construction of a wwtp.
Recently staff and engineers with ARKK have been working on different scenarios to provide limited wastewater service for a new DISD Junior High School being constructed on FM 3436. One scenario that was selected for further evaluation is to pump wastewater flows from this area, through a pressurized pipe (force main) to the City's existing sewer collection system along 25th Ave., west of the golf course. Sewer flows then go directly to the City's wwtp.
Based on excess sewer treatment capacity that exists in the City's wwtp, and the cost and expense to construct, maintain, and operate a separate wwtp, pumping sewer flows through a 16-inch force main is a viable solution to provide sewer service for the new Junior High School and future developments in this region of Texas City. The current estimate for constructing this 16-inch sewer force main is $4,300,000.
This Agreement For Services with ARKK Engineers provides for 1) design, 2) permitting and coordination (US Army Corps of Engineers, Texas GLO, TCEQ, TxDOT, Galveston County, GC Drainage District 2, Gulf Coast Water Authority, numerous pipeline operators), 3) bidding assistance, and 4) construction phase services. ARKK's total fee is estimated to be $698,000.
Work should begin immediately on this sewer force main project. DISD intends to open their new junior high school for Fall Semester, 2018.
