ACTION REQUEST (Brief Summary)
Consider and take action on Resolution No. 17-020, approving and awarding a contract for bid # 2017-332 2016 Street Improvement Project. (Public Works)
BACKGROUND
On February 2, 2017, notice was published and bid packets were made available from ARKK Engineers, through CivcastUSA. Bids were received and opened February 21, 2017 at 2:30 pm.
The apparent low bidder, Excel Paving and Construction, has worked predominantly on asphalt parking lots and did not have the experience required for this project and their bid was rejected.
The lowest responsible bidder meeting all requirements, is SER Construction Partners LLC. for the total amount of $2,131,299.00.
A bid tabulation and letter of recommendation from the project engineer, ARKK Engineers, are attached for your review.

ANALYSIS
It is the recommendation of the Public Works Department that the City Commission award this project to SER Construction Partners, LLC., for the total amount of $2,131,299.00, and authorize the Mayor to execute a contract on behalf of the City Commission. Public Works also requests that the Mayor be authorized to execute change orders, not to exceed 25% of the contract amount, without bringing the matter before the Commission.
