ACTION REQUEST (Brief Summary)

Consider approval of a revised Master Plan and development sequence for Lago Mar Residential West.

BACKGROUND

Lago Mar is a development that includes over 3,300 acres in the west area of Texas City and along both sides of the Gulf Freeway.  The current, active part of the single-family residential development is occurring on the west side of the freeway and is known as Lago Mar Residential West.  The City's subdivision ordinance requires that a Master Plan be approved and serve as a guide for the overall development of large tracts of land.  It's approval generally guides the layout of streets, lots, and open spaces, and sites for public facilities and utilities.  The current and effective Master plan for Lago Mar Residential West was approved by City Commission in December, 2014.  Since that time, there have been changes and additions to the residential project that need to be included in the planning and approval process.  One, is the addition of approximately 70 acres in the southwest corner of the project, a second, is the inclusion of POD 9 which is on the north side of the GCWA freshwater canal.  And lastly, originally there was a POD 12 that contained about 250 single-family lots, but now is being developed as the Crystal Lagoon District.  With these changes and addition, there will be approximately 4,000 single-family lots in Residential West.

The Planning Board reviewed this revised Master Plan at their June 15th meeting, and is recommending approval.
