ACTION REQUEST
Consider/Adopt an amendment to the CDBG Citizen Participation Plan to include procedures for the CDBG MIT-MOD Program administered by the Texas General Land Office (GLO).
BACKGROUND (Brief Summary)
A grant for an eligible applicant under the CDBG-MIT program may be awarded only if the locality certifies that it is following a detailed citizen participation plan that provides for and encourages citizen participation at all stages of the program. If an applicant has a current citizen participation plan, they must follow their current citizen participation plan for each proposed project.
The Texas City Commission last adopted a version of the CDBG Citizen Participation Plan on June 2, 2021.

RECOMMENDATION
It is recommended by the Community Development/Grants Administrator that the Commission approve this amendment to the Citizen Participation Plan in order that the City may be in compliance with the requirements of HUD and the Texas GLO for the CDBG MIT-MOD Grant allocated to the City.
