| SUBJECT: | Consideration of a PSEC Use Agreement with the County of Riverside for Public Safety Enterprise Communication System (PSEC) Radio Services

Recommendation:
Approve the PSEC Use Agreement between the City of Canyon Lake and the County of Riverside for use of the Public Safety Enterprise Communication System (PSEC) and authorize the City Manager to execute the Agreement.
Background/Analysis:
The City of Canyon Lake is preparing for the City’s Police Department to become operational and must establish the necessary public safety radio communications to support police services and interagency communication with other public safety agencies within Riverside County. The County of Riverside Public Safety Enterprise Communication System (PSEC) is the regional public safety radio communication system used by law enforcement, fire, and other public safety agencies throughout Riverside County. Participation in the PSEC system will allow the City to communicate with these agencies.
The County of Riverside owns, operates, and maintains the PSEC system and is the sole entity authorized to provide access to and licensing for use of the system. Accordingly, participation in the County’s PSEC system is the only feasible option at this time for the City to obtain access to a regional public safety radio communication system.
Under the proposed Agreement, the County grants the City a limited license to access and use the PSEC system for City radio communications. The Agreement term runs through June 30, 2031, with an option for a five-year renewal. The County will maintain the radio system infrastructure, and the City will pay monthly subscriber fees based on the number of radios using the system.

Additional Fiscal Information:
The Agreement requires the City to pay monthly subscriber fees based on the number of radios utilizing the system. The City will initially participate with twenty-four (24) City-owned subscriber units, all classified as Full Time users. These costs estimated at $65,000 will be included in the City’s annual operating budget for communications and public safety operations.
