Introduction and First Reading of Ordinance No. 275 - An Ordinance Of The City Council Of The City Of Canyon Lake, California, Amending Chapter 11.25 (Special Events) of the Canyon Lake Municipal Code to Clarify Special Event Permit Requirements and Exemptions; and Adoption of a Resolution Eliminating Certain Permit Fees
     


Recommendation:

(1) Waive full reading and introduce by title only Ordinance No. 275  - An Ordinance Of The City Council Of The City Of Canyon Lake, California, Amending Chapter 11.25 (Special Events) of the Canyon Lake Municipal Code to Clarify Special Event Permit Requirements and Exemptions; and (2) adopt Resolution No. 2026-17 eliminating certain Special Event permit fees.

Background/Analysis:

Chapter 11.25 of the Canyon Lake Municipal Code establishes regulations governing special events within the City, including permit requirements designed to protect public health, safety and welfare. The ordinance provides a framework for evaluating events based on size, location, and potential impacts to surrounding neighborhoods and City services.

At the March City Council meeting, staff presented proposed amendments to the Special Events Ordinance and received direction from the City Council to proceed with preparation of formal ordinance language. The proposed amendments are intended to clarify event classifications, eliminate redundancies, and improve overall usability based on administrative experience.

The proposed ordinance includes several key updates:
  • Increased Event Threshold: The definition of a Special Event has been revised to increase the attendance threshold from events with 50 or more persons to events with 100 or more persons. This change ensures that permit requirements focus on events that have significant impacts on traffic, public safety, and City services. Smaller gatherings will continue to be regulated under existing municipal code provisions.
  • Exemptions: Certain activities are exempt from permit requirements, including funeral processions, governmental activities, and private residential gatherings that are incidental and accessory to residential use. Exempt residential gatherings must remain private, not to be conducted for commercial purposes, and comply with applicable provisions of the Municipal Code, including zoning, noise, parking, and public safety requirements.
  • Coordination with Other Regulations: The ordinance clarifies that the issuance of a Special Event Permit does not exempt an applicant from compliance with other applicable municipal permits, licenses, or code requirements. 
Elimination of Certain Permit Fees: As part of updates to the City's Special Events program, staff recommends removing specific permit categories and their associated fees from the adopted fee schedule.
The fees are:
  • Minor Permit Fee — $21.
  • Tier 1A "Private Event at Home" Permit Fee — $68
These changes are reflected in the attached resolution. There is no anticipated fiscal impact associated with this item, and it will not affect overall cost recovery. 

Following the First Reading, the ordinance will be scheduled for second reading and adoption at the May City Council Meeting.
