RECOMMENDATION
Staff recommends that City Council accept the 2026 Domestic Violence Grant in the amount of $65,764 and authorize the Chief to sign all required grant material.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Billings Police Department has been offered a sub-grant for Domestic Violence (DV) training and continuation of the “Domestic Violence Investigator” program for the 25th year. The amount for this grant totals $65,764. This grant provides funding for overtime, training, and supplies related to fulfilling the need for intense investigation of domestic violence cases.
The domestic violence investigator, prosecutor, and victim-witness specialist plan to attend a national conference to stay current on investigative techniques involving domestic violence issues. The grant also funds overtime, software, cell phone charges, as well as other supplies and training needed.

ALTERNATIVES
City Council may:
- Approve the Domestic Violence Grant Award in the Amount of $65,764; or,
- Not Approve the Domestic Violence Grant Award in the Amount of $65,764, which would reduce specialized warrant roundups and overtime work for police officers investigating these crimes.
FISCAL EFFECTS
The Billings Police Department has two officers assigned as a Domestic Violence Investigator. These grant funds will finance the additional support for training and overtime as well as some supplies.
SUMMARY
The Billings Police Department has been awarded a $65,764 Domestic Violence Grant for 2026 to support the long-standing Domestic Violence Investigator program. The funding covers overtime, training, software, and supplies needed to enhance investigations and maintain specialized expertise. Staff recommends City Council acceptance of the grant and authorization for the Police Chief to sign required documents.
