RECOMMENDATION

Staff recommends the City Council approves the purchase of two (2) 2026 Elgin Broom Bear Sweepers from Joe Johnson Equipment in the amount of $750,268 less trade in of units 0027 and 1252 for $30,000 each.

EXECUTIVE SUMMARY

FY26 Equipment Replacement Plan and Street and Traffic Budget include the purchase of two street sweepers to support street cleanliness, air quality, and MS4 stormwater permit compliance, at a net cost of $690,268 after $60,000 in trade-ins. While this exceeds the budgeted amount of $598,342, the shortfall will be covered by savings from other equipment purchases, and staff recommends procurement through the Sourcewell cooperative purchasing agreement for competitive pricing and fleet-wide parts compatibility.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The purchase of two (2) sweepers is included in the approved FY26 Equipment Replacement Plan (ERP) and FY26 Street and Traffic Budget.  Street sweepers are essential for maintaining clean streets, improving air quality, and ensuring compliance with MS4 stormwater permit requirements.  Staff recommends procurement through the Sourcewell cooperative purchasing agreement, which offers pricing comparable to competitive bids and reduces costs by allowing interchangeable parts across the fleet.

FISCAL EFFECTS

The Elgin sweepers were budgeted in FY26 using Storm and Street Maintenance District funds.  The amount budgeted for two (2) sweepers was $598,342.  The $91,926 shortfall will be made up with savings on other equipment purchases.

City Council may:
  • Approve purchasing the two (2) 2026 Elgin Sweepers through Sourcewell: or
  • Not approve the purchase.  If not approved the sweepers will likely see extensive repair costs, and downtime as the sweepers have reached their useful life.  Extended downtime will result in diminished customer service levels citizens have come to expect.
