RECOMMENDATION
Staff recommends the City Council approves the purchase of one (1) 2027 aerial lift truck from Altec in the amount of $272,760.
EXECUTIVE SUMMARY
The purchase of one (1) aerial lift truck is included in the approved FY26 Equipment Replacement Plan (ERP) and FY26 Street and Traffic budget. The vehicle is a critical component of the Street and Traffic fleet and supports the installation and maintenance of streetlights, traffic signals, signs, and storm response operations. One responsive bid was received from Altec in the amount of $272,760, approximately 1% above the budgeted amount, with the $3,493 difference to be covered through savings from other FY26 equipment purchases. Staff recommends City Council approve the purchase from Altec.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The purchase of one (1) aerial lift truck is included in the approved FY26 Equipment Replacement Plan (ERP) and FY26 Street and Traffic budget. This vehicle is a critical component of the Street and Traffic fleet and is used for the installation, maintenance, and repair of streetlights, traffic signals, and signs. The truck also plays an important role in the City’s storm response efforts, including the removal of hazardous hanging tree limbs and assisting with the safe removal of downed trees blocking roadways.
The bid was advertised in the Yellowstone County News and on the City’s website on May 1, 8, and 15, 2026, with bids opened on May 19, 2026. Altec submitted the only responsive bid. Staff engaged in multiple discussions with the other bidder; however, the bidder was unable to provide the required bid bond and was therefore deemed non-responsive.

FISCAL EFFECTS
The aerial lift truck was budgeted in the FY26 Street and Traffic budget in the amount of $269,267. One responsive bid was received from Altec in the amount of $272,760, which is approximately 1% higher than the budgeted amount. The $3,493 difference will be covered through savings realized from other FY26 equipment purchases.

ALTERNATIVES
City Council may:
- Approve purchasing the aerial lift truck; or,
- Not approve the purchase. If not approved, the truck is likely to see increased repair costs and downtime. Extended downtime will result in diminished service levels, especially during emergencies.
