RECOMMENDATION
Staff recommends the City Council approve this ordinance on second reading, adding recently annexed property to Ward 1. Council held a public hearing on May 26, 2026 and recommended approval on first reading. This second reading action would be consistent with first reading.
EXECUTIVE SUMMARY
Steven & Nadine Blazicevich requested an annexation of their home into city limits in order to hook up to municipal water and wastewater systems at the May 26. 2026 meeting. The request for annexation and associated zoning (Zone Change 1081) was approved during the May 26, 2026 meeting. This ward boundary ordinance requires two readings and is being done to include the aforementioned annexation into City of Billings Ward 1.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Steven & Nadine Blazicevich, submitted a petition to annex land using the provisions of Section 7-2-4600, MCA. The property is located east of Lincoln Lane and north of Bench Boulevard. The land being annexed is described as being a parcel of land situated in Section 27, Township 01 North, Range 26 East, Yellowstone County, Montana, more particularly described as Tract A, Certificate of Survey 539, as recorded under Document No. 497142, records of Yellowstone County, Montana, including all adjacent Rights-of-Way. Said annexation containing 0.32 acres net and gross, more or less.
City Council approved the annexation at the May 26, 2026 meeting. This annexation requires a change in the boundaries of Ward 1. Two readings are required for this action. The first reading and public hearing occurred May 26, 2026. The second reading will occur at this meeting, June 8, 2026.
FISCAL EFFECTS
This application has no financial impact on the Planning Division Budget.
STAKEHOLDERS
City Council conducted a public hearing and first reading on May 26, 2026. The City Council received no testimony from the public, and closed the public hearing. The City Council did not have any further discussion. Council Member Nicholson made a motion to approve the annexation on first reading and adopt the findings of the annexation criteria. The motion was seconded by Council Member Pitman and approved on a unanimous vote.

City Council may:
• Approve adding the subject property to Ward 1, or;
• Disapprove adding the subject property to Ward 1. Disapproval will not modify the boundary of Ward 1 and will create a problem where property inside the City Limits is not within a City Ward.
