Staff recommends City Council award a construction contract to K2 Civil, Inc. for W.O. 25-34 - 11th Avenue South Reconstruction in the amount of $357,661.

W.O. 25-34 will reconstruct 11th Avenue South from South 27th Street to South 29th Street as part of the City’s non-maintainable streets program, which targets streets that have deteriorated beyond the point where routine maintenance and pavement preservation are effective. Improvements include full-depth street reconstruction, curb and gutter replacement where needed, ADA ramp upgrades, and minor storm drainage improvements, while also completing the adjacent corridor reconstruction work initiated with 9th Avenue South and 10th Avenue South in 2025.
Five bids were received for the project, with K2 Civil, Inc. submitting the lowest responsive and responsible bid in the amount of $357,661. The project was budgeted in FY26 using Street Maintenance District 2 funds, and adequate funding is available to award the contract and support additional non-maintainable street projects.

W.O. 25-34 - 11th Avenue South Street Reconstruction will reconstruct 11th Avenue South from South 27th Street to South 29th Street. As previously communicated to Council, this street was prioritized for the non-maintainable streets program. The non-maintainable program reconstructs streets where maintenance is at a level that reconstruction is necessary.  The street improvements associated with W.O. 25-34 include maintenance and replacement of curb and gutter where needed; full-depth reconstruction of the existing asphalt street section which has deteriorated beyond the capabilities of typical pavement preservation programs; replacement of non-compliant accessible ramps and installation of missing accessible ramps; and minor storm drain infrastructure improvements. This project on 11th Avenue South completes the adjacent reconstruction work for 9th Avenue South and 10th Avenue South finished in 2025.

The project was advertised on May 1, May 8, and May 15, 2026, in the Yellowstone County News and on the City's website.  Bids were opened on May 19, 2026 and five bids were received.  K2 Civil, Inc. submitted the lowest, responsible bid.

The project was budgeted in FY26 using Street Maintenance District 2 Funds in the amount of $1,400,000. There are adequate funds to award this contract.  Remaining funds will be used for any change orders, construction observation, and materials testing, as well as for additional non-maintainable street projects.

City Council may:

• Award W.O. 25-34 - 11th Avenue South Street Reconstruction to K2 Civil, Inc. in the amount of $357,661; or
• Do not award this project and reject all bids. If the project is not awarded, this section of 11th Avenue South will continue to deteriorate and require substantial maintenance.
