RECOMMENDATION
Staff recommends the City Council approve the purchase of one (1) 2026 Elgin broom bear sweeper from Joe Johnson Equipment in the amount of $377,156.32.
EXECUTIVE SUMMARY
The purchase of one (1) 2026 Elgin Broom Bear sweeper is included in the FY26 Equipment Replacement Plan and will replace a unit that has reached the end of its useful life. The new sweeper will support street maintenance operations, improve air quality, and assist the City in meeting MS4 stormwater permit requirements while providing fleet efficiencies through common parts and maintenance practices. Staff recommends purchasing the sweeper from Joe Johnson Equipment through the Sourcewell cooperative purchasing program in the amount of $377,156.32, with the budget shortfall offset through the sale of the existing unit and savings from other FY26 equipment purchases.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The purchase of one (1) sweeper is included in the approved FY26 Equipment Replacement Plan (ERP) and FY26 Street and Traffic Budget. Street sweepers are essential for maintaining clean streets, improving air quality, and ensuring compliance with MS4 stormwater permit requirements. Staff recommends procurement through the Sourcewell cooperative purchasing agreement, which offers pricing comparable to competitive bids and reduces costs by allowing interchangeable parts across the fleet.
FISCAL EFFECTS
The Elgin sweeper was budgeted in FY26 using Storm and Street Maintenance District funds. The amount budgeted for one (1) sweeper was $264,492. The $112,664.32 shortfall will be recovered through the competitive sale of the current sweeper and from savings realized on other equipment included in the FY26 ERP.

ALTERNATIVES
City Council may:
- Approve purchasing one (1) 2026 Elgin Sweeper through Sourcewell; or
- Not approve the purchase. If the purchase is not approved, the existing sweeper will continue to experience increasing maintenance costs and downtime as it has reached the end of its useful life. Extended equipment outages may reduce the City's ability to provide timely street sweeping services and could negatively impact the level of service.
