RECOMMENDATION

Staff recommends the City Council approves the purchase of a 2026 BME Model 34 Fire Engine AS921022026, with attachments, from Hughes Fire Equipment in the amount of $589,536.00.

EXECUTIVE SUMMARY

The proposed purchase of a 2026 or newer BME Type 34 Fire Engine with attachments is included in the approved FY2026 Equipment Replacement Plan and Fire Department budget. The unit will increase the Fire Department’s wildland urban interface firefighting capability and may also be used for front-line service when needed. Staff recommends procurement through a Sourcewell cooperative purchasing agreement, with delivery anticipated within approximately 24 months.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The purchase of a Model 34 Fire Engine with attachments is included in the approved FY26 Equipment Replacement Plan and FY26 Fire Department budget. This fire engine is needed for increasing the wildland urban interface firefighting capability and can also serve on the front line service if needed. 

The new unit will be a 2026 or newer BME Type 34 Engine. Timing is of an essence as assembly averages 2–3 years for manufacturers. The purchase price includes progress and pre-payment discounts, as well as factory inspection visit and transportation costs. Delivery is anticipated within 24 months. 

Staff is recommending procurement of the equipment using a Sourcewell cooperative purchase agreement.  The Sourcewell Cooperative Purchasing contracts are vetted through a competitive bid process on a large scale for numerous communities and organizations.  Historically, it has proven advantageous for the City to utilize cooperative purchasing contracts in many cases to procure items, without further competition.  In each case, staff evaluates the procurement options to determine which is the most beneficial for the City.

FISCAL EFFECTS

The 2026 BME Type 34 Engine was budgeted in FY26.  There is sufficient budget for this purchase.

  • Approve the purchase of the 2026 BME Model 34 Fire Engine AS921022026, with attachments, from Hughes Fire Equipment in the amount of $589,536.00; or,
  • Not approve the purchase and provide additional guidance to staff.
