RECOMMENDATION

Staff recommends that Council award a contract for WO 25-40 Traffic Calming to Askin Construction, in the amount of $136,500. 

EXECUTIVE SUMMARY

W.O. 25-40 will construct traffic-calming improvements at five priority locations throughout Billings to address documented speeding and cut-through traffic concerns on residential and collector streets. The project was identified through the City’s traffic study and prioritization process and is intended to improve neighborhood safety and livability. Staff recommends awarding the contract to Askin Construction in the amount of $136,500, which is within the FY26 Gas Tax budget.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 25-40 will construct traffic-calming improvements at multiple locations throughout the City of Billings to address speeding and cut-through traffic concerns on residential and collector streets. Each year, the City receives requests from residents regarding traffic conditions and conducts speed and traffic volume studies at the reported locations. Based on the results of those studies and the City's prioritization process, River Oaks Drive, 32nd Street West, Icewine Drive, Green Valley Drive, and Avalon Road were identified as the highest-priority locations and selected for improvements under this project.

The project was publicly advertised on May 15th, May 22nd, and May 29th, 2026 in the Yellowstone County News and on the City's website. Bids were opened June 2nd, 2026. Two bids were received.  Askin Construction submitted the lowest, responsible bid. 

FISCAL EFFECTS

The following bids were received:

The project was budgeted in FY26 using Gas Tax funds in the amount of $150,000. There are sufficient funds to award the project.

ALTERNATIVES

Council may:
  • Award W.O. 25-40 Traffic Calming to Askin Construction in the amount of $136,500; or 
  • Not award a contract and reject all bids. If the project is not awarded, the streets identified for this project will continue to operate at excessive speeds, and cut-through traffic will continue for residents along those streets.
