PROBLEM/ISSUE STATEMENT
The Billings Regional Landfill currently accepts waste from adjoining counties and cities and towns within those counties. This is accomplished with annual agreements with those entities. There is no increase in landfill tonnage rates for FY 2013. However, the current agreements expire June 30, 2012 and staff recommends renewing these agreements in order to continue the current practice.
ALTERNATIVES ANALYZED
City Council may:
- Approve the agreements with each entity; or
- Disapprove agreements with each entity
FINANCIAL IMPACT
These agreements specifiy an annual fee of $496,700 for Yellowstone County and $18 per ton of waste for all other entities. The rates include a 10% surcharge for Yellowstone County and 20% surcharge for all other entities. These agreements will generate approximately $1,850,000 in revenue for fiscal year 2013.
RECOMMENDATION
Staff recommends the City Council approve and authorize the Mayor to sign the one-year Use Agreements with:
