PROBLEM/ISSUE STATEMENT
The Chemical Feed Building at the City's Water Treatment Facility was constructed 58 years ago. The HVAC systems are old, inefficient, and difficult to maintain. The building houses various systems used currently or in the past to control disinfection and other treatment of produced water. The pumps in these systems are old and in need of replacement. Some equipment is no longer in use but is still on-site and should be removed. In addition to the building and unit process improvements, disinfection is a major issue to be evaluated. The chlorine system does not meet current building codes for such systems. Prior to committing funds to rehabilitate the existing system, a decision regarding the best approach to future disinfection is required. A consultant is needed to evaluate and recommend alternatives for renovations to the Chemical Building, disinfection options related to current and future regulations, and characteristics of the City’s source water. The study report to be completed by the consultant will be used by the City to determine the best way to proceed with these improvements and establish budgets for future capital improvement projects.
Proposals were requested from four qualified consulting firms to provide professional services of completing the study and associated report. HDR Engineering, Inc. (HDR) was chosen as the preferred consultant.

ALTERNATIVES ANALYZED
The Council may:
• Award a Professional Services Agreement to HDR; or
• Do not award an agreement to HDR and delay the project.

FINANCIAL IMPACT
This project is being funded by water funds approved in the FY 2012 budget. There are sufficient funds available to cover the costs of the Professional Services Agreement. The contract is in the amount of $ 96,900.00.
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute the Professional Services Agreement with HDR Engineering, Inc. for W.O. 12-21--Water Treatment Facility Chemical Building and Disinfection Improvements in the amount of $96,900.00.
