PROBLEM/ISSUE STATEMENT
Due to the specialized nature of engineering services required for airfield infrastructure design, including knowledge of the Federal Aviation Administration (FAA) design and grant funding process, the City has historically entered into a five-year term contract to provide engineering services at the Airport. On April 9, 2012, the City approved a five-year contract with Morrison-Maierle, Inc. to provide the project design surveys, development of project plans, specifications and bidding documents, contract administration, to include coordination meetings, pay requests, etc. The contract also includes full time on-site inspection, construction surveys, and development and submittal of the final project closeout documents, as required . The base five-year contract is amended each time a new project is undertaken, and Amendment 1 for $164,664 includes all of the services indicated above for this project. The Storm Water Detention Ponds Upgrades and Surface Drainage Improvements project includes increasing the total water storage capacity of storm detention ponds A, B, and C by 11.5 acre feet or 37.5 million gallons, which will bring the storage level up to that required for a 100 year storm event. These fees also include the planning and design of an emergency surface storm water drainage system for use only if the area should endure a storm event that exceeds the 100 year level. Planned future storm water work will eventually begin to divert water away from these ponds to another area, further decreasing the potential for ponds A, B, and C to have capacity issues. The scope of work and associated engineering fees for this project have been reviewed and negotiated by staff.
ALTERNATIVES ANALYZED
The City Council may:
- Approve Amendment 1 with Morrison-Maierle, Inc., for Engineering Services for the Storm Water Detention Ponds and Surface Drainage Improvements; or
- Decline to approve Amendment 1, delaying the project.
FINANCIAL IMPACT
The total cost of Amendment 1 for the Storm Water Detention Ponds and Surface Drainage Improvements with Morrison-Maierle, Inc. is $164,664. The source of funding for this project is the Airport's Passenger Facility Charge Capital Account.
RECOMMENDATION
Staff recommends the City Council approve Amendment 1 with Morrison-Maierle, Inc. for the engineering services required for the Airport's Upgrades to the Storm Water Detention Ponds and the Surface Drainage Improvements.
