PROBLEM/ISSUE STATEMENT
The City Solid Waste Division in the Public Works Department has requested a formal study to be performed and used in conjunction with the existing Master Plan to improve operations and develop alternatives for future expansion and service. The Solid Waste Management Plan (SWMP) will identify existing systems and facilities, complete a needs assessment to include projections of future waste generation and options for future waste programs and facilities and will identify various alternatives to meet the assessed needs. A landfill expansion, utilizing land already owned by the City and adjacent to the current landfill, will also be investigated. Preliminary surveying, mapping, geotechnical, hydrogeology, and soils studies will be completed to initiate the lengthy process of licensing the area. A copy of the contract draft is available for viewing at the City Clerk's office.
Proposals were requested from qualified consulting firms to provide these professional services. Great West Engineering, Inc. (Great West), with HDR Engineering as a subconsultant partner, was chosen as the preferred consultant.

ALTERNATIVES ANALYZED
The Council may:
• Award a Professional Services Agreement to Great West; or
• Do not award an agreement to Great West and delay the project.

FINANCIAL IMPACT
The project is being funded by Solid Waste funds approved in the FY 2012 budget. There are sufficient funds available to cover the costs of the Professional Services Contract.
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute the Professional Services Agreement with Great West Engineering for W.O. 12-29--Solid Waste Management Plan in the not-to-exceed amount of $460,000.00.
