PROBLEM/ISSUE STATEMENT
Staff is requesting that the City Council consider awarding a professional engineering services contract in the amount of $230,727.00 for Morrison Maierle, Inc. (MMI) to conduct a study of the City’s water distribution system as part of the Integrated Water Plan Implementation projects. MMI was selected for this study based on City staff review of project proposals submitted by prequalified firms. DOWL-HKM, Kadrmas, Lee and Jackson (KLJ), Great West Engineering, and HDR Engineering were other firms considered for the project.
This project will initially review and update the City’s current GIS-based water model. Existing water distribution system pressure zone boundaries, water demands, pumping and storage infrastructure will be evaluated and the model will be calibrated based on available information. Future predicted demands will be developed within in each zone in order to evaluate the existing and to develop new pressure zone criteria. Infrastructure and storage requirements for new pressure zone alternatives will be proposed along with comparisons between O&M and capital costs. A hydraulic evaluation and conceptual sizing and location for a West End Treatment Plant will be conducted.

ALTERNATIVES ANALYZED
The Council may:
• Award the engineering contract to MMI; or
• Do not award the engineering contract to MMI. If this project is not completed, the City will be unable to sufficiently evaluate its water distribuition system and effectively implement an Integrated Water Plan.

FINANCIAL IMPACT
The Water Fund expense for this project was approved by City Council in the FY 12 Capital Improvement Plan and the FY 12 budget. A summary of the funding is as follows:
