PROBLEM/ISSUE STATEMENT
Due to the specialized nature of engineering services required for airfield infrastructure design, including knowledge of the Federal Aviation Administration (FAA) design and grant funding process, the City has historically entered into a five-year term contract to provide engineering services at the Airport. On April 9, 2012, the City approved a five-year contract with Morrison-Maierle, Inc. to provide the project design surveys, development of project plans, specifications and bidding documents, contract administration, to include coordination meetings, pay requests, etc. The contract also includes full time on-site inspection, construction surveys, and development and submittal of the final project closeout documents, as required . The base five-year contract is amended each time a new project is undertaken, and Amendment 2 for $86,268 includes all of the services indicated above for this project.
This project will provide the services required for the design, bid and purchase of two dump trucks complete with a runway sanding unit insert, a runway deicing fluid applicator insert, and snow plow blade attachments. Also included in this project is the Engineering service for a Pavement Condition Index (PCI) Survey. Every three years the Federal Aviation Administration (FAA) requires the airport to survey it's pavement surfaces, in order to provide information on the condition of all pavement surfaces. The information from this survey is used to develop a preventive maintenance schedule and to program the needed pavement repairs or replacement projects before the pavement fails and costly emergency repairs are needed. The scope of work and associated engineering fees for these services have been reviewed and negotiated by staff and approved by the FAA.

ALTERNATIVES ANALYZED
The City Council may:
- Approve Amendment 2 with Morrison-Maierle, Inc., for the Engineering Services for the new Snow Removal Equipment and to perform the Pavement Condition Index Survey; or
- Decline to approve Amendment 2, delaying these projects.
FINANCIAL IMPACT
The total cost of Amendment 2 with Morrison-Maierle, Inc. for the Engineering Services required for the purchase of the Snow Removal Equipment and PCI survey is $86,268, and will be funded 90% with an AIP entitlement grant and with 10% local match funds. The FAA 's portion will be $77,641.20 with the City's match of $8,626.80. This project is included in the current budget and the local match funds are budgeted and available in the Airport's Capital account.
RECOMMENDATION
Staff recommends the City Council approve Amendment 2 with Morrison-Maierle, Inc., for the Engineering Services for the design of the Snow Removal Equipment and PCI Study in the amount of $86,268.
