PROBLEM/ISSUE STATEMENT
The City of Billing traditionally has held a seat on the Montana League of Cities and Towns Board. Council Member Jani McCall has represented the City on the Board for almost two years, but now has been named its First Vice President. As a member of the executive committee, she can no longer represent the City of Billings on the Board. At its June 17 work session, the Council discussed a replacement and Council Member Denis Pitman was recommended for the City of Billings position. According to BMCC 2-213(c), adding a ministerial item to the agenda requires a vote from a three-fourths majority of Council Members present at a meeting. After the item is added, a simple majority is required for approval.
ALTERNATIVES ANALYZED
The Council may: --Approve adding Council Member Pitman's appointment to the June 24 agenda, and then approve the appointment; --Postpone the item; or --Add the item to the agenda and appoint another Council Member.
FINANCIAL IMPACT
There is no additional financial impact to the City. The League pays for Board members to attend the June meeting and the fall meeting is held at the October League session, which Council Members frequently attend. There usually is sufficient funding in the Council budget to pay for those trips.
RECOMMENDATION
Staff recommends adding the item to the June 24 agenda by a three-quarters vote of those present and then approving Council Member Pitman's appointment.
