PROBLEM/ISSUE STATEMENT

Staff opened bids on May 13, 2014, for W.O. 14-05 SBURD Sanitary Sewer Phase 1. The contract was advertised on April 24th, May1st, and May 8th in the Billings Times and on the City's website.  COP Construction submitted the lowest responsible bid.

This project will construct approximately 4,500 lineal feet of new sewer in areas where there currently is none. The area is bounded north-south by Clevenger Ave and Morgan Ave and bounded east-west by Jackson St and Hallowell Ln.  New mains and sewer service connections to property line will be installed. The project was bid with two alternatives. Add Alternative A is new sewer main which is part of the 4,500 lineal feet but is contingent on Council action to approve five easement agreements. Add Alternative B is water main work  on Mitchell between Hallowell and Hillview.

This project will provide the opportunity for properties in the area to connect to sanitary sewer but the property owners will not be required to connect to sewer unless their septic system fails.

ALTERNATIVES ANALYZED

The Council may:
  • Award W.O. 14-05 to COP Construction in the amount of $1,279,791.00; or
  • Not award the contract to COP Construction and reject all bids.  If the contract is not awarded, property owners within the project area will not be able to be served by the City Sanitary Sewer.

The following bids were received and evaluated:

The funding for the project was budgeted in FY14 and the source is TIF District Funds for the sewer and Water Funds for the water.

RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 14-05 to COP Construction in the amount of $1,279,791.00.
