PROBLEM/ISSUE STATEMENT
W.O. 12-43 Back-up Power Phase III will provide backup power to the Voelker, Willett, and Leavens Pump Stations in the City's water distribution system. Electrical upgrades to the Chapple Pump Station will also be completed as part of the project. In the event of a power failure at these pump stations, it is critical these pump stations continue to operate so that the distribution system does not have water shortages.
The project was advertised on May 8th, 15th, and 22nd in the Billings Times and on the City's Website. Bids were opened May 27th, 2014, and by law, Council must act on the bid opening at this meeting. The bids were opened the same day as the Council meeting due to the holiday, which doesn't allow staff adequate time to review the bids. Therefore, staff requests that the City Council delay awarding a contract until the June 9th council meeting.

The Council may:
- Delay action on this bid award until the June 9, 2012 Council meeting; or
- Reject all bids
FINANCIAL IMPACT
There is no financial impact associated with delay of this bid award.
RECOMMENDATION
Staff recommends that Council delay award of a construction contract for W.O. 12-43—Back-up Power Phase III until the June 9, 2014, Council meeting due to the bids being opened the same day as the Council meeting, which does not allow staff enough time to review the bids.
