PROBLEM/ISSUE STATEMENT
W.O. 14-01, Schedule 1B and 1C, Water Main Replacement Projects will replace water main and make related improvements. All work will take place in North 27th Street. Schedule 1B is located between Montana Avenue and 4th Avenue North, and Schedule 1C is located between 4th and 6th Avenue North. Approximately 2,110 feet of 16-inch water main, 430 feet of 12-inch water main and associated appurtenances will be installed. Schedule 1C includes a sliplining alternate in lieu of open-cut replacement between 4th and 6th Avenue North. Traffic control and temporary water provisions are included in the project.
After being advertised in the Billings Times and City website on April 24, May 1 and May 8, the 2014 Schedule 1B and 1C Water Main Replacement Projects were bid on May 13, 2014. Staff recommends that the Schedule 1B and Schedule 1C Base Bids be awarded to COP Construction LLC in the amount $2,667,300.00. This includes the deduct for awarding both schedules.

Staff recommends that the Schedule 1B and Schedule 1C Base Bids be awarded to COP Construction LLC in the amount $2,667,300.00. This includes the deduct for awarding both schedules.
ALTERNATIVES ANALYZED
The Council may:
- Award a construction contract for W.O. 14-01, Schedule 1B and 1C in the amount of $2,667,300.00; or
- Do not award a construction contract for W.O. 14-01, Schedule 1B and 1C. If these projects are not constructed, the City's water distribution system in this area will continue to experience ongoing maintenance problems, and MDT's planned overlay of North 27th Street in 2015 will occur without first replacing the water main.

Bids were received for Schedule 1B and 1C of W.O. 14-01 and the following table shows the results:

RECOMMENDATION
Staff recommends that Council award a contract to COP Construction LLC for Schedule 1B and 1C of W.O. 14-01 in the amount of $2,667,300.00.
